Indian Street Dogs and their ‘rights’

This page is to help you become more aware of the rights and laws with regard to street dogs and their  caretakers, so that we can all tactfully and astutely handle confronting situations our neighbours ‘love’ to create when they see our love for dogs.

The below information and documents have been carefully compiled by us. Please use them, take print outs, circulate them to spread awareness on the subject or in situations, whenever you feel harassed by your local RWA or any other person who attempts to harass you for befriending street dogs,-for these animals have as much a right to inhabit the areas they were born in as we do.

Where these street dogs are born is where they belong.

To summarise the content of this page, there is no law that prohibits feeding of street animals, and that citizens who choose to do so are in fact performing a duty cast upon them by the Constitution of India. Persons who are trying to interfere with their effort, or display aggression, can be held liable for having committed the offence described in the Indian Penal Code and criminal intimidation. Moreover, that as per Indian law, street dogs cannot be beaten or driven away.  Please remember that the only humane, legal and scientific way of dealing with street dogs is to get them vaccinated and sterilized under Animal Birth Control Programme (ABC). Under this program, stray dogs are picked up, neutered, vaccinated against rabies and released in the respective areas from where they had been captured, which is in accordance with the Animal Birth Control Rules 2001 framed, under Section 38 of the Prevention of Cruelty to Animals Act 1960 and as per the orders of Honourable Supreme Court of India.

In its report, Technical Report Series 931, WHO’s Expert Consultation on Rabies, which met in Geneva from 5 to 8 October 2004, states as follows and endorses that the ABC program constitutes the only effective and humane method of controlling stray dog populations:

 “Since the 1960s, ABC programs coupled with rabies vaccination have been advocated as a method to control urban street male and female dog populations and ultimately human rabies in Asia. The rationale is to reduce the dog population turnover as well as the number of dogs susceptible to rabies and limit aspects of male dog behavior (such as dispersal and fighting) that facilitate the spread of rabies. The culling of dogs during these programs may be counterproductive as sterilized, vaccinated dogs may be destroyed”

Animal Birth Control Programme comprises of two components:

  1. Sterilization of street dogs, which is the surgical removal of their sex organs (specifically, surgical removal of uterus in case of female dogs and surgical removal of testicles of male dogs) and;
  2. Administration of an Anti Rabies Vaccine, prior to the dogs being released in the same area where they were picked up from.

Advantages of Animal Birth Control Programme are as follows:

ü  Sterilization helps calm the dogs down and restricts their numbers.

ü  There is scientific thought behind restoring a sterilized dog to his original habitat. Dogs are territorial animals. They mark out their territories based on the food available and they do not let outsiders come in. When these local dogs are removed from their territory, other dogs move in to occupy them. These may not be sterilized so the problem continues for that locality. Dog fights increase as any new dog entering a territory is attacked by the dogs already in that area and non-sterilized dogs continue to mate and produce litters. Rabies continues to spread as none of the dogs in that area are vaccinated against it. The new dogs are hostile to the residents so problems of safety continue. A sterilized and vaccinated dog doesn’t breed, they guard their territory from intruders and new dogs, and they become docile and don’t fight with other dogs during the mating season.

ü  Getting dogs sterilized is the best form of welfare we can all do for street dogs, as these dogs will be vaccinated in the process and will not have to give birth to pups anymore, something they can’t otherwise do without human intervention.

ü  Only Dogs above the age of 4 months can be picked up for sterilization/

ü  The right ear of sterilized dogs is notched/cut at the tip as a mark of identification.

1. The laws governing Street Dog Sterilization in India

Government of India notified the Animal Birth Control (Dogs) Rules, 2001, under the Prevention of Cruelty to Animals Act, 1960 vide the Gazette of India: Extra Ordinary Part II – Sec. 3 – sub section.II dated 24th December 2001 to implement sterilization and vaccination of street/community dogs to control the dog population.

As per Indian law, street dogs cannot be beaten, killed or driven away or displaced or dislocated, they can only be sterilized in the manner envisaged in the The Animal Birth Control (Dogs) Rules, 2001  enacted under the Indian Prevention of Cruelty to Animals Act 1960 (A Central Act), vaccinated, and then returned back to their original locations.

Rule 6 and Rule 7 of The Animal Birth Control (Dogs) Rules, 2001, state as follows:

    1. Rule 6 clearly envisages that even if the Municipal Corporation thinks it expedient to control street dog populations; IT CANNOT RESORT TO KILLING OR DISLOCATING. It can only sterilize and immunize the dogs, and then leave them at the locations that they had been picked up from.
    2. Rule 7 deals with the procedure to be followed upon receipt of a complaint. Please also note, the Municipality, cannot just pick up dogs, simply because some persons/administrators don’t like their being around. Even the dogs that are complained about can only be sterilized and immunized, and then left back at the locations that they had been picked up from.

Please note there is a specific bar against dislocating dogs, since the same tends to interfere with and jeopardize the area-wise animal birth control. For the area-wise sterilization program mandated by law, dogs have to be returned back to their original habitat after sterilization and immunization. These dogs then tend to fight off other, newer, possibly unsterilized and unvaccinated dogs from entering their territories, since dogs are highly territorial in nature. Dislocation of street dogs has time and again proven to be counter-productive and only favours the entry of other non-sterilized street dogs into the area, which will not only be unknown to you but also to those who tend to the area’s street dogs, thus raising more cases of man-animal conflict.

Ministry of Public Grievances Circular on Street Dogs to Central Govt Employees dated 26.5.2006

The Stray feeding guidelines by the Department of Personnel & Training, Ministry of Personnel, Public Grievances and Pensions, New Delhi letter no.F.No.30/9/2006-WELFARE dated 26.5.2006, applicable for:

·        Treatment of street dogs by government servants: If any Govt. Servant indulges in act of cruelty to animals he will be making himself liable for action under Prevention of Cruelty to Animals Act. Besides, punishment under the Act, he would also make himself liable for action under CCS (Conduct) Rules for conduct unbecoming of a Govt. Servant.

·        Resident Welfare Associations, citizens and others: Stray animals are to be dealt with through designated agencies in Govt./local self-government organizations/ NGO’s etc.  Recognised Associations in Govt. colonies may approach such Institutions for redressal of their grievances. All the problems of stray animals have to be handled within the institutional framework available and NO resident association, recognized or unrecognized, shall take recourse to action on their own, either themselves or through any person employed by them like security guards etc.

A Direct Order dated 3rd March 2008 was issued by Animal Welfare Board of India, Ministry of Environment, Forests and Climate Change, Government of India  (D.O. AWBI/PCA/3.3.2008), referring to the above-mentioned Memo and provides for immunity to animal feeders and restrict government employees or bodies such as Resident Welfare Associations from harassing people who try to feed or help animals.

Moreover, there is no law that prohibits the feeding of street animals. Citizens/animal welfare volunteers who choose to do so are in fact performing a duty cast upon them by the Constitution of India – of showing compassion to all living creatures. Recently, the Animal Welfare Board of India (AWBI), a statutory body under Ministry of Environment and Forests, Government of India has framed exhaustive Guidelines regarding stray dog feeding. These have been placed before and upheld by the High Court of Delhi. The orders passed on 18th December, 2009, and 4th February, 2010 by the Hon’ble High Court of Delhi, mandate not only that those street dogs will be fed, but that they will be fed in order to confine them to the localities/areas that they belong to. Confining them to the localities that they belong to facilitates area-wise animal birth control, and yearly/annual vaccination.

The Delhi High Court, vide its rulings in 2009 and 2010, have also actually ordered the Delhi Police to protect persons who feed and care for street dogs, and who are often exposed to the ire of ill-informed, ill-advised residents/administrators of those areas.

The Delhi High Court in its judgement, pronounced on 18.12.2009 and 4.2.2010, says that “it is necessary to bring into record that these individuals and families who adopt stray animals are doing a great service to humanity as they are acting in the aid and assistance of Municipal Authorities by providing these animals with food and shelter and also by getting them vaccinated and sterilized. Without assistance of such persons no local Municipal Authority can successfully carry out its ABC programme”.

The Court has proceeded to say that “the local police and the municipal authorities are under obligation not only to encourage such adoption but also to ensure protection to such persons who come forward to take care of these animals specifically the community or neighbourhood dogs so that they are not subjected to any kind of cruelty”, finally, the Court has said “that every individual has the right to live his life in the manner he wants and it is necessary that the society and the community recognize it”.

Also remember that under the Indian laws, animal cruelty is an offence – under Section 11 of the Prevention of Cruelty to Animals Act, and Section and 429 of the Indian Penal Code – punishable with imprisonment and fine. Likewise, criminal intimidation, and criminally intimidating animal welfare volunteers is a serious offence under the Indian Penal Code (specifically, Section 503 of Indian Penal Code read with Section 506 of the Indian Penal Code 1860).

    • We had a cute little jet black street dog residing in our colony from the past 3 years.He was too brilliant,loyal and very friendly with localites. But from couple of months he used to get severe injuries over his body.On 23rd october i found that one of its legs were broken and he suffered from serious head injury,though i tried taking him to the veterinary doctor and got him injected,nothing worked because he was so badly injured that he took his last breath.I It was really heart touching for us sight to see him dead.i heard from few of the residents that there was a localite behind this act.Can you please suggest me as to what action could be taken on such brutal guys in future who kill animals to death.I really miss him a lot!!

There is legal recourse that you can take against perpetrators of such gruesome acts against innocent animals for it is illegal under the Indian Penal Code as well as under Section 11 of the Prevention of Cruelty to Animals Act 1960.       • Hi..I have 2 strays in my building who are very friendly..however they get a bit naughty wen theyy hear a squeaky sound of a bike or car. Recently one of them went to catch hold of a guy on a bike while entering the building but he didnt bite.
        I have vaccinated both the dogs and they are neutered..there is a tenant in our building who has 2 dogs..this morning there was a fight between the owner and secretary about dogs excreta being found in the society..they have blamed my strays and have asked the security to throw them out..and deny entry to them..i do not want that to happen..what can be done about this. plz advice

      • You should go and speak to the colony secretary and explain to him the law of the land that street dogs can just be sterilized and vaccinated and not be wished away, neither can they be dislocated from their territories…doing so is illegal…if the RWA people don’t listen to you, please keep their mobile number ready with you and call us…we’ll speak to them…which area are you writing from? Also offer that you will pay the sweeper for cleaning the faeces though its not the strays that are at fault, as street dogs never defecate in public view and do so in hiding…its pet dogs bound by a leash that defecate at public places bcoz they dont have a choice..be polite yet assertive…you make take print out of the dog laws dossier available on the jaagruti.org blog to share with the RWA officials

      • You can file a complaint against that person who did that.. because the laws on this page says that it is illegal to injure dogs or to abuse them.. you can show the legal documents on this page and file a complaint against him and he will have to pay for it! please do take some action against that person who abused that dog.. it would be really inspiring for other people to do the same..

      • Its sad. But I believe only humans are to be blamed on all accounts firstly they befriend street dogs but dont care enough to spend little on their vaccination, care and training. This leads to harassment of others whom the dog considers intruder to their territory and they decide to take action by attacking it back. From nature’s perspective it is fair to attack dogs for hurting our loved ones to ward them off and in such cases govt should round up overly aggressive dogs and lock them up and train them. Organizations should besetup to train and control the street dog population and remove them from streets altogether. We are intelligent beings lets Have proper dog impounds. My sister was recently bit by a dog and i had to beat him knowing its not his fault just enough to scare him now he growls everytime he sees me but knows i have won my territory so wont attack but i live in fear for my family. Its the fault of people who feed them but dont bother to spend on vaccinations and train them. So instead of just trying to take action against people who hurt the dog also take severe action against those who dont take care of training the dog in the first place. And Ive notice jagruti guys telling people the law over and over. Its really irresponsible on their part as well for not advicing people to train the dog. Dogs cannot be removed from their birth location but certainly overly aggressive dogs that have moved to other locations should be driven out for everyone s safety I know we have the right to defend ourselves. Unless people learn to train and curb their population there isnt going to be any solution

We apprise people to be responsible towards the animals they look after-get them sterilized, vaccinated, treated when they so require, feed them responsibly etc. and learn the law and rights so that they can defend the animals in times of need.         Please allow me to first share that there is an ongoing Animal Birth Control Programme for Dogs that is being implemented in Delhi in accordance with the Animal Birth Control Rules 2001 enacted under the Indian Prevention of Cruelty to Animals Act. Under this programme, the MCD works with local organisations which in turn work with people looking after animals to catch and sterilize dogs, vaccinate them and then release them back in the same area. Training of dogs which you mention is something beyond the scope of organisations to get into. Sterilized dogs can be identified by the tip of their right ear being cut / notched.Sterilization is the only legal and humane solution available for controlling the dog population. They cannot be killed, taken away or dislocated, all of these are a punishable offence under the Indian Penal Code besides being a counter productive exercise, as no sooner would these dogs be displaced that other dogs from neighbouring areas would take their place. And your issues will remain the same forever should any unlawful acts be done with regard to the area’s existing street dogs.

        Sterilization surgeries, for your information involve surgical removal of dogs sex organs so that they don’t reproduce thereafter, it is done for male as well as female dogs. This is a procedure being followed to curb population growth of street dogs. People who look after dogs or have semi-adopted them as community pets or feed street dogs/give them shelter friom weather conditions or when they are unwell are under no obligation to take the dogs in as full house pets. The only thing they need to ensure is that the dogs they look after are sterilized and vaccinated annually. Could you please connect me to the people who look after this dog in question and I can talk to them on the vaccination status of this dog and if need be vaccinate him as part of our Street Animal First Aid and Vaccination Service (details are in our email signature)

        Secondly, with regard to your sister and your family’s fear with regard to this dog, please understand dogs are intuitive animals, they sense your vibes, if you fear them or hate them, they sense it and react accordingly in self defence, you can only win your space back from your equals (humans), the thought of winning your space back from a street animals sounds not apt from an educated civilized citizen of the country like you.You need to respect an animal’s space and existence and the animal will do so as well.

      • Rabies is a lethal disease, agreed. and that is the reason all pet owners should get their dogs vaccinated against Rabies annually and even all those who take care of street dogs should take it as their responsibility to sterilize these dogs and have them vaccinated against Rabies.       • To be true that there are N number of laws made for stray animals specially dogs but no one is ready to take action. Police as usual consider us as culprit rather complainants.

      • Hi. I wasn’t an animal lover until 7-8 years ago, when few elder kids from my society adopted a small puppy. Since, they had no place to keep the pup, my parents offered to keep him at our place place for initial days, in spite of my brother and i not liking dogs, just out of humanity. My father even got a dog house built near the security cabin. The kids faced a lot of resistance from other members, and my parents supported them, even when their own parents wouldn’t. Out of fear , they got the dog’s licence cancelled and declared him stray.
        He is never left free to roam and feed and vaccinated regularly,
        even a dog walker is hired to walk him twice a day. He spends his day at our place and some nights too. He has ran away from home many a times but never attacked anybody. He has growled and barked on few but never bitten .
        Yesterday his leash was off, but he wasn’t targeting anybody, but on seeing him free one of the residents started yelling and caused him to panic. He jumped on her but the doctor declared her wounds to be superficial. Other residents started yelling at us too. Now , they are pressuring us to keep him in our house and not in the open premises or threatening to relocate him. The other kids, who all are grown up, have now declared him not their responsibility and are ready to take him to the shelter. My family isn’t ready for this as it wasn,t his fault and are being targeted for still supporting the dog .
        Please help me out as soon as possible as time is of the essence.

      • Please share which city are you writing from and we will connect you to activists in the city to help sterilize and vaccinate him and let him be where he is, for that street is the thing he knows as home. Even if we love dogs we cannot give all the dogs shelter, we somehow took care of them in whatever ways we can and contribute a little in the welfare of them but you are such a disgrace and it’s not a wonder that a dog bit your daughter twice because you’re daughter must be as inhumane as his father and must have hurt the dog, thank your star that you’re daughter is alive. And lastly I would like you to change your ways of thinking so that your daughter could learn how to treat animals with love and respect so that she won’t get hurt, it’s true that animals sense your vibe, I came across so many dogs and they didn’t bite me, if they are aggressive than it’s because they have been hurt by people and lost their trust, you can even deal with them and gain their trust within a few weeks.

        I’m Bhavana thakur from Himachal Pradesh.I hope you have taken appropriate action against that brutal person. I am facing same kind of things now a days. I am a student prepairing for civil services.Since 30 July I have adopted a street dog. He stays with me. A overspeed car hit him so hard and fractured its leg. It hearts a lot. I came to know that this is not his first case of this type. He already killed almost 5-6 dogs. How to deal with the situation.please help me.

    • We are facing problem similar to Dikshita but the puppies are still alive. Our building society is against the dogs in our building premises. They have instructed the watchmen to beat them with Bamboo. These puppies are just 1.5 years old and our is the only family who feeds them. Can you please suggest me what action should be taken ?

      • Hi, the society residents can’t legally do/instruct guards to do that. Which area are you writing from? If you let us know the same, we can perhaps guide you to animal rights activists nearby, else get the puppies vaccinated using a paravet and get them sterilized once they are about 6 months old, then nobody can ever displace them or call the municipality vehicle for doing so.       • You dog lovers … if you love them so much than each one take the responsibility of one street dog and take them home… I am damn sure u people won’t be ready for that but keep taking all kind of bullshit…. This same street dogs bit my daughter twice although some idiots like you people feed them… dogs are suppose to be loyal to the house who feed them but these dogs are shit…… you are against killing the dogs but what about they bitting the people and creating so much nuisance in the society….. if you really love them take them home and take their responsibility….. take it positively and think over it.

      • No matter how much you or we try, there would never be homes for all dogs on the street. We thus try to look after as many street animals as possible on the streets itself and we are within our rights to do so..Infact its our fundamental duty as an Indian Citizen to be compassionate to all living beings including birds and animals…I too have been bitten by dogs, but I made mistakes both times it happened…unknowingly our actions end up provoking the animals sometime.       • Assalamu alaikum dear sister Shabnam, it is really sad that those puppies you care for so much are being beaten mercilessly by the security guard, I think you can try to reason with your building’s RWA chariman/head to stop indulging in this illegal act, if he or she do not listen then lodge an FIR in the local Police Station under the appropriate sections.

  2. We love them, we rescued 5 out of 10 born in our little lane in the colony.
    The other 5 had been brutally crushed by ignorant car drivers.
    We were ultimately able to save only 2 out of the 5, as the neighbours crushed 3 more!
    Now, we have a new litter from one of the two we adopted, so we have 5 more!
    They are so innocent, so trusting, such a pleasure and so loyal – In India, people’s hearts have become stone, their blood has become black, and they will rather row in the family than do something constructive.
    Dogs are so honest – Indians have become worse!
    We are now looking after out 8 :). Yes, the father of the newest litter has also come along :) and we get them regularly vaccinated and cared for.
    Nobody will be allowed to touch ours, let alone take them away – CWG or not – they shall remain!

They dont have and affection and love towards stray dogs and puppies. even i am taking care of 4 puppies in my colony. earlier ppl in our colony used to show aggression on us and dogs too. But now they have realized a lot.. now those ppl including us who are helping and feeding them- true love is rising high and leading a good life with full of positiveness and those who used to fight with us and warn us to take these puppies away are living a life full of miseries. sorry to say this but this is happening in our colony.. i am happy that ppl’s perception towards street dogs are changing … now they r happily adopting them. i will spend my whole life in helping these innocent animals who are extraordinary loyal and friendly..

  3. Congratulations ! D.Saksena….I wish people could understand animals. I am getting phone calls from people asking me to pick up the dogs saying they are a ‘problem’ for them. I tell them , you have taken their home and you have got no rights to kick them out..and then they say they will be poisoned..I wish this world would end..can’t see cruelty being meted to the animals..

  5. i have adopted many street dogs and feed them daily.
    i put collar around them so that no one takes them.
    but recently someone took off HICCUP’S collar. next day when i went with a new collar, he wasnt there. i was later informed that the municipal took him. now i have no clue as to where to find him. i am damn attached to him and have been searching for him since then. i tried calling municipal pple, but they didnt respond. what shpuld i do??? please help me out…! i want my hiccup back…!!! he is just a 8 months old baby.. damn sweet and cute…!!!

      • Which city are you writing from? Yes, if she has been taken for sterilization, then under Rules 6 and Rules 7 of Animal Birth Control Rules (Dogs) 2001, they have to be released back into the same area where they were picked up from

      • You waited for a month to write to us, why? You should have immediately followed up and done a check with the Municipal corporation and got your dogs back because as per the law the Municipality can only catch them for sterilization and vaccination and then have to release them back into the same area where they picked them up from.

    I am a lover of animals,it has been years since I have been trying to start a trust for the same.I had registered a trust about six years ago but then I simply was not getting support from anyone.Only my wife and myself were doing things on our own.I have looked after n number of stray animals i.e. dogs,cats cattle to the extent I still have a full grown bull which I picked up as a calf with one leg completely disabled because of a car accident.I have a small plot where I have bult a small shelter for animals.I have about four dogs and I am improving the shelter to accomadate more animals.Only thing I am still financing all this from my own pocket.I am now building two seperate shelters one for the big dogs and another one for the puppies because the big ones tend to kill the small puppies.
    It is only recently I have started getting help from our local Govt.The D.C. had santcioned Rs.5 Lakhs and from what donation I got for I trust I have given Rs40,000 and we conducted a Birth Control programme with the help of the muncipality for all the stray dogs.I am staying at Manipal .Recently as I had mentioned the people who had operated the dogs came from Bangalore and they have operated about 2500 dogs.There are many more to be operated and I am looking forward to getting funds from people who care for animals.One thing I have found is that people will spend money for anything and everything but to help a poor suffering animal no one is bothered.
    I have given n no of puppies for adoption ,I have picked up so many from the streets looked after them and given them away.Right now I have five to be given away which was picked up from the roads left by some heartless students who I beleive left them because the puppies were disturbing them.
    I wish people in our country would have a heart and care for these poor animals.At least I hope that people who beleive in rebirth would imagine what would be their plight if they are reborn as a stray dog and at least that would make them donate a care for these poor animals.

    • Great Captain. accept my salaam. it’s their own country and they are not wanted by perhaps 90% of their fellow country-being that is humans. I took in care or rather they adopted me last year. and this natural act of mine brought out the utter ugliness which resides so deep in our fellow monied, high-profile, well-resourced people around. well! much hard work, i have managed to save the lives of my brood and i will not let anyone take them away, harm them etc. inspired them, i am also trying to set up an animal shelter. now in the hills looking for land. i am all alone in this venture, not really i have these beautiful creatures who support me all the time. keep going Cap., it’s possible, real love and passion can’t be suppressed.

    i love animals and have 5 dogs at my place out of which 3 are street adopted.my mom n her brother are heavily into feeding dogs every night.infact,we get all the dogs spayed and vaccinated(the ones we feed on streets).but recently i have started facing problem from residents of a society(where i was staying earlier)for feeding dogs.what they fail to understand is that during my stay there we had adopted few dogs in the society.since i couldn’t keep all of them at home,i just kept feeding them on streets and getting them regularly vaccinated.now the residents are making a huge fuss over us coming from outside and feeding the dogs,where as all that we do is just take 10minutes in the society to feed.please give in your suggestions on how to tackle the residents of the society as they come down to fight with us regularly.also i feel my n my mom’s safety is heavily in danger when we are in the premises as some of them sound very “threatening”….simrin

  8. hi, i am a one of street dog lover from kullu district of himachal pradesh. i am an animal lover and from last one year me and one of my friend worked for the stray dogs population in the area. we did vaccination and sterlization of the dogs in the area and there adoption. till date almost 26 pups are adopted by the residents from diffrent areas of the district. whatever we did was on our own level but now we want to do it in a larger scale therefore we got registered an ngo in the area. i really want to know that what type of help we can get from the adminstrative part so that we can do it in larger extent or in a regular manner.

    • Hi,

      Feed the mother dog good food while the pups are young as the pups will be happy feeding on their mom’s milk for the first moth or so.

      You can give the mother dog- warm milk 3-4 times a day (toned milk and water in 50% ratio each) mixed with brown bread or roti OR whatever else you think she likes, non veg, biscuits whatever you can afford and give her easily.

      For pups, you can buy cerelac for babies and give it to them like you would give to babies, they would need to be fed about 6 times a day (small quantities each meal) to begin with (little amounts of cerelac powder dissolved in warm water) and then as they grow up you can feed them 4 times a day (gradually increasing the quantity per meal) with mixtures of milk, cerelac and roti, whatever they like.

  11. i and my family house 5 strays and have been looking after them for five years. We have raised through to old age and death, 5 strays before this also. but those looking after strays need to be accountable they dont cause a nuisance to anyone else. if need be, they should be prepared to house strays on a premises. not everyone is comfortable around dogs, particularly the elderly and small children. the consequences to being bitten or even chased by dogs are huge. it is not right to dismiss concerns of the community members when they complain about strays. those complaints should be promptly attended to by those who care about strays.

    • Yes, pet owners and animal lovers should exercise their rights responsibly as well. Sadly in our society, being compassionate towards animals is not appreciated but rather ridiculed upon….and people who love strays are more often than not subjected to intense humiliation and pressure by the rest of the community…the ‘very community members’ you talk about also have to learn to exercise patience and respect towards stray animals and those who care for them. Equanimity of behaviour is essential for a just and kinder world for all.

  13. i am staying in ahmedabad.i live at first floor.the ground floor person took a good mother dog.initially all was going good but when the mother gasve birth to 4 puppies i attached to them.one of them got some decease,i took it to the doctor and it survied after few days of feeding of food.now there are ony three oif them alive but as they are small they fight as small babies and make the floor of the ground floor people ugly.now some of them are daily telling me and the person living below me that stop feeding them as they are staying here.i thjing as a baby any child will make the floor dirty but we don’t hit him and catch them to any govt authority.
    now they are going to complain to the govt authority to catch the puppies with their mother.the puppies and mother atre very innocent.the mother somhow got the idea of getting catptured and stop taking food yesterday. the govt people will come tommorrow or next day to capture them.
    the mother will not caught as i thing the person living below me will save it.

    I WANT TO ASK A QUESTION THAT IS IT LEGEL TO CAPTURE THE PUPPIES WITHOUT THEIR MOTHER BECAUSE THEY WILL NOT LIVE WITHOUT THEIR MOTHER AND THAT ALL PUPPIES ARE CAPTURE AND THROWN TO SOME UNKNOWN ARE WHERE THEY WILL BE KIILED BY OTHER DOGS?

    • It is illegal and against the Animal Birth Control Rules 2001 outlined under the Central Prevention of Cruelty to Animals Act 1960 to capture young pups and/or a lactating mother for sterilization purposes and other than this, generally and legally speaking it is illegal to DISLOCATE dogs anywhere and grossly illegal and inhumane to separate mom and puppies, the only legal solution is to get them sterilizaed, (ideally, mother bitch can be sterilized 3 months after giving birth and pups at 6 months of age)…and after sterilization the dogs, mother bitch & puppies have to be released into the same area where they had been picked up from for where they are born is where they belong.

        this is a miracle.the mother dog which was caught on11/03/2011 suddenly came back on 7/04/2011.it is really intelligent as it come back after traveling a long distance from where it was thrown.i don’t know how but it came back but i am now much worried about the puppies which were caught with it.before this i was thinking that at least the mother is with the puppies but now the puppies are with out their mother and i don’t know where they are.how can i know that where are these puppies.i have tried out searching them by getting some info about the area where they were thrown,but in vain.mam now the as the mother dog has come back and as i told you that it is so intelligent that when it get hungry it just shakes the door of the ground floor person with whom it is attached more.but now the people who made the efforts to catch them are stunned and i think that one of them can again complain also.the one puppy that was saved out of three is now with his mother.but i am afraid of the injured puppy which was caught and thrown with his mother.
        i will try to save in the same way to other animals but prey god that no such worst condition comes for any animal.

    This is regarding the newly adopted puppy from my locality. I have adopted puppies before but old enough to leave its mother comfort.

    This been only 2-3 weeks old (I guess) as it can walk but with wobbling legs and only drink milk (not even water). Got it home as it’s mother died. Its been 2 weeks of which 1st week I have fed it with bottle.

    This email is just to gain few tips from you to raise “Mack” in best possible ways.

    I am keeping it as my personal pet so need to groom it like those pedigree one’s providing all comfort and training.

  16. Hello everybody.. It was 1st Jan 2011 when i noticed a cute white pup with little black markings following him.. I decided to adopt him and named him FURBALL. earlier he used to run away and create mess in my room but now he has accepted me.. Although i am a student in Rajasthan with not much funds available to me i still ensure that he is well. He is my darling and my friend. Despite fierce parental opposition and living alone in rented quarters i am proud to have FURBALL with me. He is cute, lovable and doesnt create any problems.. Runs like the wind and loves me like hell.. I appeal to all u people not to look upon stray dogs as something ewwww. Lets not forget that they are also dogs. If we love them they will love us too. I am an avid dog lover but still FURBALL has taught me a lot of things.. And thanks for posting the rules. To hell with anyone now who suggests taking him away from me… Although i never have any problem with any dog till date still i request you all to give me tips on how to keep my dog good because his behaviour is diffferent than the standard fine breed dogs..   20. Great site mam, Me and my mother are animal lover. I take care of all the puppys of my colony and they also stay with me. once a time 23 street dogs are with me but now a days 9 dogs are in my gardens sometimes they gone out and back at night only. I feed all them 3 times a day. In morning biscuts, afternoon bajari roti and milk, at night rice-dal khichadi and butter milk with boiled eggs. will u please guide me for better and healthy food. and important matter is that one of my dearest female puppy age 6 years named CHINI. she cant walk since last 2 years her legs suddenly cant work before 2 years and now after long time her front legs get band. i ask local vaterny but they said there is a no cure for this bone problem. she face lots of problems. well i take best care of her. for toilet and urine i put her on ground when she done then lift and back to her chair. my only wish is my CHINI can walk once again. i am from lower middle class but i can do my best for my dear puppy they are my life. and please also send a copy of all animal rites rules.

    • Hi Aarti, the news that came out in the paper was actually on the Draft Animal Welfare Act 2011 which is as yet not a law as it is yet to be passed by the parliament..so at the moment one can’t enforce this law or punishment. What is enforceable at the moment on animal cruelty issues is the Prevention of Cruelty to Animals Act 1960.

      • Hi, I am from Pune. About a year n a half ago, a stray dog gave birth to few puppies (I don’t know how many) in front of our society (outside the wall of our society) but we can clearly the see the road and the other property from the wall of our society. So everyday from the kitchen window my mom could see these puppies which mostly survived but one of them was so weak that the society kids said that it can die. Mummy couldn’t bear that n she took the stray puppy to the vet,got treated,saline, medicines etc n the vet said keep him in ur house for a few days till it gets better n then leave it where you picked up from.we did that.that same dog gave birth to puppies again.all of them died but only one survived. So since over a year now mom has been giving them food 2 times a day daily (proper chicken n eggs n stuff)my mom doesn’t even eat herself unless she gives them food be it any harsh weather. We cannot keep them inside our home as society doesn’t allow. In the course of time, another street dog joined these 2 mother dog and her puppy.so my mom started feeding all these 3 street dogs. Now that they have grown up,they are climbing the wall of the society and coming in only when it rains a lot and when the watchman is not around.but society people don’t like it. I am not sure if it’s the dogs but bike seat covers are torn evry other day.dogs are not even teething. So don’t know who’s doing it. People had told the watchman to hit them and send them away but we fought with the watchman and told him not to hit them but just scare them away. Finally chairman said don’t hit them.But lately elderly men and women of society are saying that our husbands and kids are scared of dogs. And because of them there is domestic violence in the house. Or what if old people get heart attack if they get scared from dogs ,or they bite our kids. The husbands of those women have started saying that why did you complain against us to NGO’s and we have had enough of you and your dogs and we will lodge a police complaint of attempt to rape and harassment to women n old people of society as dogs have started attacking us now that they are big. Those 3 dogs protect the society and they don’t even harm anyone,they are such precious, obedient dogs who just want to play with people n kids or out of love they come towards you but people are saying that we are scared and don’t want to see them in the society ever. Everyday the entire society is fighting against us. Mom has gone in depression and seeing her like that I cannot bear the pain. I have contacted 2 NGOs as well but mom is saying she doesn’t want to get into the legal fight as tomorrow if anyone dies in the society or any kid is hurt they will say it happened bcoz of the dogs only. They have called the municipal guys now to take them away today. I don’t know what they told them, where they will take them,what they will do with them and how will mom cope up now once those 3 dogs are gone. Sorry for the long comment. Tk cr.God bless you

  26. Dogs are the sweetest and the most trustworthy animals! Whenever I see dogs I give them some food and help them some how! But indian people have become heartless they hit dogs thinking they are not a life! But I just want to give a message to the public that dogs are the most cutest thing just help them give them food even if you can’t even adopt them also. Try and love them. And the people who hit and poison dogs should be kept behind the bars. And strict action should be taken againt the brutal people who harm stray or any kind of dogs. Dogs should be loved.

    we are taking care of street dogs for the last 3 years(me and my mother). initially it was a female dog.. now her third generation has also arrived :). all in all we have 12 dogs(6 puppies 6 adult with 2 adult female). I love to take care of them .we havevaccinated them and till now have not sterlize them as in between we lost the whole genration of these street dogs because of parvo disease and will only sterlize them if we feel the population is out of control.

    I wanted to know some of the things::

    (1) we generally feed them with rotis,milk and break.. is it fine or milk shud be avoided(I read it somewhere)
    (2) pls educate more on the diseases to these dogs..
    (3) one common disease that is recurring in my dogs are itching disease where there are red spots all over the body and they cause lot o pain.. what is the solution or it?
    (4) difference between Pariah and Mongrel.

  30. It is great to see all this love for animals but what I am seeing to little is sterilization action. Feeding animals is wonderful and will help them but the ultimate aim is reduce suffering long term and that can only be achieved by sterilization.

    In my mind the sequence of activities should be as follows:

    1. Feed animal to help making it stronger/healthier and make friends.
    2. Once you have its trust get the animal vaccinated.
    3. Once the vaccines have taken effect, get it sterilized
    4. Afterwards, continue to feed and love it.

    Just by feeding and no sterilization you actually make matters worse because healthy, well-fed animals produce larger litters.

    We can not wait until NGOs do the job, we have to get involved ourselves. Pay a vet, bring and pick up the dog/cat to/from the birth control centre, etc. Be pro-active! And keep up all the good work!

    • Remember that the Municipality can only pick dogs up for sterilizing and vaccinating them and they are legally bound to return them to the same place where they were picked up from after they are sterilized by the NGO the Municipality is working with, so know the law and dont be afraid of these society guys. Get all dogs sterilized and vaccinated by collaborating/requesting help from the animal NGO doing Dog Sterilization work nearest to your place and the Municipality vehicles can never pick up a sterilized dog (recognised by a half cut one ear) or even mothers with pups

  32. we were feeding dogs in front of my house. Members of our society did not like this. Some brave persons attacked a sleeping dog at night and threw the dog in a pit. Next day the dog came back at my door. Members of my society gave threat that they would kill dogs one after. I shifted all the four dogs to my native place. After some time three dogs came to my society. They are looked after by us. I had to take police protection. Irate members of society attached me. I became enemy of the members of society. I spend most of my earnings for the dogs. In my society and outside I give them milk, water, biscuits.Come what may. I will do this till the last breath of my life. My hearts when I hear the cry of a dog who is beaten without any fault. Man ( human being ) is worse than animal. I hate man. I love dogs. I pray God that the suffering of dogs may come to an end early.

I and my mother are taking care of 3 female dogs from past 5-6 years if the food is over after lunch or dinner my mom makes sure that she prepairs roti along with eggs and feed them. from couple of months we are facing problem with a localite boy who hits the dog very badly with big stones and bricks due to which one of the dog has a broken leg who finds difficult even to walk.please suggest can i ask for help from the local police.     • Please get these dogs sterilized by contacting the NGOs directly that work with Municipalities to sterilize and vaccinate street dogs and get them back into their areas, as that is what legally even the Municipalities are supposed to be doing under the national laws and Supreme court of India’s directions..ONCE STERILIZED AND VACCINATED (RECOGNISED BY A HALF CUT EAR), THE STERILIZED DOGS CAN NEVER BE PICKED UP BY ANY MUNICIPALITY FOR WHATEVER REASON!

  35. We have some street dogs outside our home. We love feeding them a lot. But a brutal guy in our locality keep on stopping us from feeding them and gets aggressive whenever we feed them, throws stones on them and runs after them with a stick. After seeing us, most of the people in the locality have started feeding them, as they are very friendly but this guy stops them also and threatens to bring other people of locality along thereby saying that he will complain saying fake that these dogs bite everybody.     • Yes, Manasi. The Prevention of Cruelty to Animals Act applies to all animals, so you may make a circular out of it and paste it around to make people aware of the laws as well as rights of all animals, especially street animals like dogs and cats.

  37. Hey, Im a 16 years old student studying in Kota Rajasthan. About one and a half months ago 5 puppies took birth in my colony. Unfortunately only 4 are left now. There is an old man here who hits the puppies very hard with a thick stick and sometimes by using sharp pebbles. I swear on God, If someone would beat me that hard with that stick i would cry. I couldnt contain myself and I went to that man. He stated the reason that the puppies shit outside his home and he is trying to flee them away. I told him there were other methods available to get rid of them but a couple more people joined him n I had to withdraw. Please tell me what can I do to help those dogs.     • Hi, we do understand that sometimes when people gang up supporting the ‘wrong’, the ‘right’ voice gets suppressed. Don’t worry, quote the laws of Indian street dogs and other animal rights in front of them, along with court orders that stand, which allow people/animal lovers to feed street animals and take care of them, infact our Indian Constitutions also asks each and every Indian citizen to show compassion to all livings beings, as their fundamental duty, infact the irony is not many people do it.     • MCD Dog Catching Vans can be stopped from coming and picking up dogs in your area if you get the dogs that you feed and all dogs in your colony sterilized and vaccinated yourself by contacting any of the NGOs directly, once a dog is sterilized (sterilized dogs are identified by their one ear being half-cut/notched), MCD or any agency cant pick them up and take them away anywhere.And even if MCD vans come and catch the dogs in your area, that is to take them for sterilization (surgical removal of their sex organs so that the dogs dont have babies/pups anymore) and then post surgery after 3-4 days, the MCD vans have to release the dogs they have picked up back into the same area where they caught them from, but unfortunately they sometimes dont do that and thus dogs get lost…which is tragic for the dog and people like you who feed and love these dogs. In such cases, better strategy is that you note the MCD van number that has picked up the dogs, the drivers name and check with them which NGO they are taking the dogs to for sterilization and then follow up with that NGO and supervise the dropping of these dogs post sterilization YOURSELF.

      If you want to get the dogs in your area sterilized, coordinate with other dog lovers in your areas and request the NGO run ABC Unit/Hospital to send their vehicle to your area to do the pick up for sterilization and subsequently release them back post surgery

  41. i used to take care one street dog,but suddenly he started bitting whoever comes near him,or the place where he always used to seat,because of which he bitten many childrens in 2 days,due to which our neighbours try to take away him from this place and leave him far away.but cant possible,so after 3 days as they not finding solution ,every one scarred so very badly some people murderd him by stones and rod…very unfortunate i cant stop this ,really filling bad,plz tell me what actions can be taken against this,so it doesn’t happen again??

    • Please complain about this neighbour of yours and this incident to the local Police Station (Submit a complaint-written on A4 sheet addressed to ‘The SHO, (name of your local police station)- get a photocopy of this application stamped from the Police Station and keep this copy safe with you). Which city do you live in? Please let us know and we will try to put you in touch with a local animal activist in that region to stand by you

        We suggest you take it one step at a time and begin with treating, taking care of the dogs and cats near to your place, give them jute boris to sleep on in winter nights, give them good food, just some whaeat bread soaked in half milk, half water twice a day would be good for dogs, get them vaccinated from a local vet who is empathetic to street dogs and can do this at minimal costs to you. Also, check with good vets around if they can help sterilize female dogs near your area so that there are no pups getting born. Learn some first aid as well. Take it one step at a time, this work is emotionally overwhelming and we wont like you to drain yourself putting so much pressure on yourself. Begin with areas near your home and once you are confident, then spread out. May be you can also contact Dr. Shashanka Dutta of Just be Friendly, who is based in Delhi, but also works out of Guwahati in Assam for street dogs and other animals. I am a student residing in Gujarat. in my college there is cute dog who was strayed by his owners when he was just some months old, from that day till today he stays in the college. recently some students gave a written complaint to the dean that he must be taken away from the college. He is 8 years old, and the consequences can be really bad because it is now his home.
    The poor soul has suffered a lot and I don want him to go through this again.

    I come from England and fortunately we do not have such a problem there. I am staying in Gujarat and I am a huge animal lover. There are three litters of strays and their mothers whom I feed twice daily with chicken or lamb that I buy from the butchers. The dogs are slowly becoming healthy to the point where they are now not eating as much as they were a week ago!

    Obviously, I am not staying and I worry about their plight a lot. I appreciate having read a lot of literature on Indian Pariah Dogs that they are hardy animals and can survive a lot but I don’t think many of the litter will be around if I should ever return.

    I have strong issues with the people of Indian and I cannot believe the cruelty and neglect with which these animals are often treated. Once I return to my home I will be looking into ways I can help the plight of these animals.

    I strongly urge those that can afford to, to sterilise their animals. All my animals at home are sterilised and I believe this is the answer to curbing the population growth and improving the health and welfare of these animals.

  54. I stay in Bangalore and have been regularly feeding a two year old female stray dog. However now she has developed an abscess on her stomach which has burst. My spouse and I tried to get her to a vet by sedating her with tablets but she jumped out the moment we put her in our car. Nothing would induce her to get inside again. She’s not used to a leash either. We have been giving her antibiotics that the doctor prescribed, however he says sutures are necessary. We don’t know how to get her to the clinic. Can you suggest any course of action please?

  55. Hi, I live in Chandigarh and own a Labrador. I would like to know if there are any laws in India pertaining to dog litter. Yesterday I took my dog for a walk. He littered on a road. the owner of the house who lives besides that road started creating a nuisance and called the police.
    I would like to know if there are any laws in this regard. Since the road is a government property does that person has the right to create in issue if a pet dog litters there?

    • There are no laws with regard to littering in India, as far as we know…ignore these people, people being people will always say what they have to, wont they?, just ensure your pet dog is always on a leash and he is vaccinated.

  56. It may be interesting for you to know that in most European countries dog owners are obliged to clean up after their dogs. So all dog owners carry little plastic bags with them. While there may not be such law in India, in the overall flight to get a better treatment for dogs I think it is important make sure your dog is as little a nuisance as possible to people who do not like dogs and are looking for reasons to be nasty. Lastly, apart from vaccinated, also get your dog sterilised.

  59. Actually I am a non Indian residing in India ( Tamil Nadu ), and since i am a student n MCc
    i had to stay in a rented house in a corner of tamil.nadu i.e tambaram. And last year while foing to college i found a dying just born puppy, so i felt sympathetic towards the small puppy and started feeding him til he grew up a bit but then as a year went by some localites started warning us and threatening us too. We are female in the first place and an outsider in the second place. Is this the gift we get for fulfilling some humanly deeds ? i am too aggrieved about the fact that we were helpless.. We were brutally threatened twice. And while we thought of fighting for our rights, we had to step back because we had the threatener is a part of some polical party… It’s just too sad, we are scared to feed the dogs today.

    How to define that a stray dog belongs to a particular area? I read on ur site that if a dog is born in a particular area, then he belongs to that area. but what about the ones who are not born in a particular area. Is there a legal time limit defined where if a dog is staying in a complex / locality for a particular number of years, then he becomes a dog of that area. Would appreciate ref to some law on this

    Good question. Firstly I would suggest having a quick look at whether he will eat dry food or whether he requires meat/ When I was in India, the street dogs ( bless them) would only eat fresh meat and not dried food. If he/she will eat dry food I would suggest IAMS as a starting point which is available online on Indian websites or in good pet stores. Please do not feed them Pedigree etc, these have high cereal contents and most dogs will not have happy stomachs from eating them and it may end up costing you more in the long run. Biscuits are good for them, they like to chew on them but equally so, going to the butchers and getting a lamb bone from them would be equally nutritious for them to knaw on. Just boil it first to kill off the bacteria. Also I would recommend you get your dog checked over for fleas, worms and get his innoculations. Good luck!

    • You should read up Indian Penal Code’s Section 428, 429 as these are the sections under which a person can be booked if he has deliberately killed an animal –
      THE INDIAN PENAL CODE, 1860

    The place where I stay has a lot of stray dogs as well, and I love it, as they are very lovely. Since past few days I am witnessing a group of local guys thrashing one of the dog unnecessarily. Those guys come in group and chase and thrash that innocent dog on daily basis.   73. hi I owned one dog she is a mix breed dog, we loved her so much that we kept her as a pet we keep her inside our homes, vaccinated her as required and suggested by her doctor, normally if we move out of states we alaways ensure to carry her with us, now she is 14 years old. recently as I got posting in gurgaon, I asked my mom to come and stay at my place she stay in Madhya Pradesh. as usual we carried our dog with h us. now in our locality there is one old chap who have worked in municipality. now our dog is inside our gate if she urinates we clean it by soap and water. now as this guy stays opposite to our house he gives us tantrums. we ensure to be hygiene always but this old chap said he will call someone from municipality for our dog. what can I do please advise. no one in the colony has a problem not even my landlord . what I can do please advise me. regards

    • No one under the law can take anyone’s pet away, you dont worry, just get a municipality registration token for your pet, by going to the nearest Municipality office and meeting the veterinary officer there, you would need to carry a photocopy of your dog’s updated vaccination card and a photocopy of your identity card + a photo of you with your pet…..if they ask you to get her sterilized by any chance, tell them that she is already old at 14 years of age so that would not be possible and you being a responsible pet owner have come to their office to get her registered……and should this neighbour harass you any further, call the police and complain of mental harassment or else just ignore him….for he is nuts and there is no point arguing with him…just ensure that he doesnt do anything silly with your pet in your absence so dont leave your pet unattended in his presence.

Really appreciate the tremendous work done by you.But I have a question regarding biting of stray dogs that have been vaccinated and are being given regular and proper food including chicken.What is the remedy in Indian law or Animal Birth Control Rules of 2001 for prevention of biting not rabies ?The general suggestion given for protecting the human population living around such stray dogs is that they can be lifted from the area that they live in ,taken for vaccination and then brought back to the same area.But what happens if a dog bites two people (including a child)in a span of two days and has become ferocious? Is vaccination the only solution because biting can also cause serious life threatening injuries?Please suggest remedies for a peaceful coexistence of man and animal.

Near to our house Mr. Kumbhar are there who run the poulty farm for the Gavthi hens. One of dog eat the hen. And Mr. Kumbhar argu with us these is your dogs. You take decision for them.     • Hi Saumya, the best thing to do is that you form a team of like minded people and register an organisation to work for the welfare of street dogs, then approach the local municipal Corporation and start an Animal Birth Control Programme for street dogs, so that the whole trauma of repeatedly seeing pups die ends…there is no other way out.   85. Mine is a Small town and I see a street dog lying dead, crushed bruitally in accidents nearly everyday. These sights are horrible and I feel helpless as I don’t think any actions are taken by the Local Authorities to control their population, crimes against them & accidents.
    Whome should I complain ? To which authorities should I adress my grievences and on which basis?

    • You should do what we have suggested Saumya above..team up with like minded people in your area who like animals and register an organisation that would work for the welfare of animals and then approach the local municipal Corporation to start an Animal Birth Control Programme for street dogs and also a hospital for treatment of the wounded animals. ..but the issue is you will need to find good vets and teams while also generating resources..if none of the above is possible for you tgen start small, fibd good vets and atleast learn first aid abd get the female dogs in your immediate neighbourhood sterilized so that they don’t have pups again and live a healthy life.

    We have shifted to a new place some days back and there are some street dogs who permanently lives on the entrance of the building. These dogs keep on barking and it is difficult to do up and down in the building as they come very near in attacking mode. They have bitten many in the past. Kindly let us know how to deal this situation. We dont want to hurt any dog but we need a solution for this problem.

    • Sir, let us have your postal address and we will courier you a set of do’s and don’ts of behaving with and around street dogs so that people in your neighbourhood can be educated on what actipns of theirs are provoking these dogs…and as you yourself have mentioned that these dpgs have made this place their home long before you moved in, its their territory and as per India’s natipnal laws, you can only request for their sterilization and vaccination under the Municipality run Animal Birth Control Programme. Any attempt on anyones part at dislocating them from their territory or any attempt to harm or kill them in any way is a punishable criminal offence, so please learn to coexist with them peacefully…feed them some food leftovers once a day and you may just end up having a loyal friend in them all…they don’t have very long lives anyways.

In my colony there are around 10 puppys and mother use to give their mother food until the puppys are feeding my neighbors are having a lot of problem because of this last year they have also called police for the same not only one family all the family’s living in my colony are so rude with the street dogs i want these puppys and their mother to be safe and we really want to give them food as well but because my neighbors my mother is bound and shes not able to feed the dogs neither the puppys can you please help me regarding the same.

  90. i used to study in FLAME college Pune. there are a lot of dogs on campus so we formed a group of like minded people and took care of the dogs if injured and the daily feeding. we have vaccinated and sterilized our dogs. however the college management has been threatening to call the PMC and get these dogs moved out from campus because of the increasing number of dogs on campus that is because of the absence of a boundary wall. they had done it once earlier but we fought and got the dogs back from the pound. i have graduated so no longer study there but ive come to know that the management is going to take some drastic step soon. please advice.

  92. Hi, we have a street dog named spike. A wonderful fellow who’s been on this lane for 5 yrs. Today he came back from somewhere with a black tongue, it seems someone poisoned him. He died shortly after. People shouldnt be allowed to get away with that… Do you have any advice on what I can do to get justice for Spike?

  93. Hi. I purchased a house in bangalore, KR Puram 3 months back. House owner left his indian breed female dog which was already pregnant. It gave birth to 4 puppies. I am looking after them well and they are so adorable and active. Thursday morning, one puppy died after it fell into open sump in the next building which was under construction. I wanted to give birth control injection to female dog to avoid future occurences. Somebody suggested a person compounder Mahadevappa. He came and gave an injection on the stomach. He charged 500rs. Not sure if it is genuine. I am confused. Also my wife delivered. So unable to look after dog and puppiues, as before now.

    • Once they are sterilized and vaccinated you can let them be free roaming dogs in your colony only and you can continue to feed them. The tip of the right ear of dogs that have been sterilized is cut during surgery as identification mark so that these sterilized dogs are never picked up again by the municipality for this purpose

    Im a resident of Kolkata & an ardent dog lover, be it street dogs or pets. I have been feeding street dogs around my area for a few years now. However living a co-operative society we have been threatened many a times to stop feeding dogs. We have received repeated pleas requesting us to stop feeding dogs as the dog menace is increasing & apparently attributable to us. Surprisingly we are only targeted as cause of nuisance while many people in the society feedings dogs dont get questioned & threatened. I have requested them & shared the high court ruling which states that areas identified for feeding should be earmarked & communicated to prevent disturbance & also to take care of territorial behaviour. I had also agreed that population needs to be controlled to address the problem in longterm.
    But my replies fell to deaf ears & we continue to face a problem from the residents.
    Please let me know what i can do now, if required legally.

    • Rinku, you now have a lot of information at your disposal in your inbox, we thus suggest that you now make an effort to get these dogs sterilized and vaccinated and set an example in front of the society as tp the benefits of your feeding them..simultaneously perhaps start working with the Health and Veterinary Health Department of your local municipal Corporation and get them to start an Animal Birth Control Programme, on the lines that it works in a city like Delhi..

At your end, please make the effort of getting the aduly dogs in your area sterilized so that they stop having pups..a responsible animal feeder should always make sure dogs in the neighbourhood are sterilized and vaccinated under the Animal Birth Control Programme being run in the city.

As a matter of fact me and my family have been very much intimidated for tending to street dogs and feeding them by our society members. We were continously harassed by them and people would come to even fight with us because of this reason.     • Thanks for sharing this with us. You need not worry about registration of pets because it is a very simple process. You just need to take a photocopy of your pet’s updated vaccination card, the owner’s address ID proof (also carry originals) and a photo of the pet with the owner – and go to the Veterinary officer’s room at ypur zonal municipal Corporation’s office, you will be asked to fill up a form there and pay a very small fees (its Rs.20 in Delhi) – and you will get a registration receipt and token then…so don’t wait, go ahead and adopt a homeless animal and give him/her all your love as you already give to the animals on the street.

    thank you to this blog ! I am very much fond of these animals, but our problem is we can’t bring any dog as pet, cause we are not settled, and i am in search of job. Only my father and mother use to live at home. It is not own house, and sometimes we go to other places or out of station together by any important work. So we can’t see after any dog. So our colony really very good. We have 5 street dogs, and two puppies. One family gave shelter and food to two puppies. And we use to feed some food to these 5 big street dogs. Some times only 2 get their food, sometimes one. As everybody don’t give food every-time, but we use to manage to give food every-time, less or more. But i sometimes feel, that i can’t feed or love all dogs sadly :(, its really hurts, when i see other dogs of other colonies, as they don’t get any good food. And our street dogs never eat spoiled food, but it hurts, when other street dogs of main roads or any from any-other area, don’t get good food, and finally to stop starvation, they forcefully eat those waste food. It badly hurts me :( . As its true that most of the people can’t effort to make pets, and i saw a dog died on the middle of main road, may be due to some bus or car ran on that, but no one even aside it, not even any traffic police, and i am in auto and can’t stop in that middle of run way due to the driver. So my request is to make more cautious notices on dogs at the road sides specially and an awareness to at-least respect them with love, if they can’t effort any food at-least. Beggars only many times feed them, its really so disgust, that at-least in their surroundings they neglect dogs and beggars to give some food, from their pockets. Please make some light on this stuff. Anyway i am from Bangalore (outskirts).

  100. We have become friendly with a stray dog in our colony. She gave birth to 6 surviving pups on our doorstep. We have adopted one, managed to find a home for one more but 4 of them are still in the colony. We have got them all vaccinated and the mother has been spayed also. Now the president of the colony is receiving complaints from neighbours about the noise/ puppies coming into their gardens etc and he is insisting that we keep all the puppies in our home or arrange for them to be given off somewhere. Otherwise he is saying he will get them removed. Please help. Also, are there cheaper vets/ volunteer organisations that will vaccinate/ spay the remaining stray pups? It has been a huge expense for me to vaccinate 7 dogs and get one spayed as well.

    I stay in Kolkata, and in my locality a street dog has given birth to 5 puppies. Though they are loved by most people, one took its last breath after it was run over by a car. Later we are seeing that the rest 4 are also abused by people outside the locality. When found out we confront them, but most cases we are unable to identify them. Few days ago one was almost run over by a car, but got away with a leg injury, but fortunately the driver was caught severly reprimanded. Recently the same puppy was again run over by a very high speed car but the driver was caught red handed and was forced to take the dog to a local vet, however it was found out that miraculously nothing happened to the puppy. But since these incidents are increasing I want to make sure that these drivers cannot get away after running over any one of the puppies. Could you please tell me the way we can go against these irresponsible drivers legally?

    I have a doubt, I have two small dogs (Pomeranian)
    I never bring them out of my house except when walking
    I have a nice good house which is very much sufficient for the two small dogs
    it happened when one my small dog bit a neighbour
    he is threatening us that he will call municipality and murder my dogs, He started shouting that either we should go from here or dogs shouldn’t be here.
    i have regularly vaccinated the dogs and they are safe. I have’t taken the license for them.

    Does he has right to do any thing
    what are my options , at my home every one is very much attached towards pets, No my sister and mother say if something happens to dogs they will suicide and all those things.

    Please suggest me what actions i can take to protect my dogs, What are my dog rights, Does municipality has any authorization to do something regarding my dogs ?

    • Sir, just go and discuss the issue with this person and offer to compensate him for his vaccination and medical bills..make sure you yake a written receving and photocopy of his bills of the monetary compensation you pay him for calming down his anger…also please take photocopies of ypur dog’s vaccination cards with you when you meet him and reassure him that they are healthy and vaccinated and what happened that day was accidental and unfortunate and won’t happen again…if this person still keeps threatening you, please file a police complaint against him for criminally intimidating you and threatening to kill /harm you/your pets who are your family members.

    • No, the Municipality can’t confiscate pets. .you can just go to the local municipality office, meet the Veterinary officer there…take photocopies of your address ID proofs and the photocopies of your dogs vaccination cards..pay a small fees and get their registration tokens…such registrations happen in Delhi and few cities, but not all

    • Please, if u are an Indian, try to love Indian dogs created by God and given to man kind by God. Please do not grow these hybrid or non-reproducible or barren dogs. Please, please Open ur eyes and hearts.
      These hybrid dogs does not like our country (Indian) dogs, they are trained to bite,fight and kill our dogs. This is happening with other animals also like Lion, tiger, fish, etc., The hybrid ones are killing the God’s created ones directly or indirectly (trees, plants, cows, sheep, goat, hens, etc.,).   104. I live in Bangalore and have taken 2 adult male strays into my home since the past year. They were on the street and being fed by me prior to this. But due to neighbours complaining, I took them in, They are neutered and upto date on their vaccinations. Because of their time on the road, they are unable to get used to being walked on a leash although I leash them when I take them out. I’ve made a small doggy gate from which they can go in and come out. My neighbours are complaining again since they get a bit territorial and bark at passersby. I completely understand their point of view, as it can be intimidating. But I don’t know what to do and how to control this. It’s becoming a big fight everyday with someone or the other. I’m really anxious that they will do something to my dogs. How do I deal with people. I try my best not to get angry but I do end up getting defensive. Any thoughts/suggestions?

    • If you have trained them to be indoors and walk on a leash, we advice you to not let them sneak out unattended on their own from that doggy gate…since they have a home now, they are even more confident barking at strangers and are all the more territorial. Hope you understand.

    My Wife and me are crazy about Dogs, We have altogether 7dogs in which 1 is Labrador and rest all are indians of which 5 are street Dog.
    My problem is with the NGO in Mumbai and Navi Mumbai, Recently a common friend of my wife wanted to donate his dog and it was indian because due to some family problem he could not go on. So we called the Local NGO. first thing they ask is which breed it is and when we say its indian they say we don’t have place, We don’t have shelter even some say we keep only English dogs and few of them hung up the call.
    Are these people really running a NGO’s or a Business company if it would have been Labrador or any other foreign breed they would have rushed to get it.
    So is there anyway I can sue them or teach this people a lesson.

  110. I am an animal lover ! I currently have 3 dogs in my house, an adolscent dobe, a 5 year yorkie & a veteran Grt Dane. I have grown up with dogs & at multiple phases of my life have shared quarters with as many as 5 at a time. With dogs, I understand their world. And truth is, that is exactly NOT THE SAME like ours. Dogs are pack animals & in a pack, there is hierarchy. It’s not exactly a FREE democratic society like humans. The top dog mostly controls by respect but sometimes also by intimidation / controlled aggression. With domestic dogs, it’s easier to teach (rather un-teach) the correct hierarchy (dogs at bottom). Also many years of selective breeding (among pure breds) have reduced the aggression traits in most breeds. However, the indian pariah dogs (what we call street dogs) have withheld the same old traits for many centuries. Natural breed of the tropics with inherent immunity to multiple diseases common among canines, they are however highly territorial, an instinct so strong that even after centuries of co-existence with humans (who were mostly nomadic once to semi-nomadic nowadays), they still haven’t outgrown it. This trait makes them excellent guard dogs but on the downside, causes aggression.
    Being a dog lover myself (an active one at that), I do have my own group of street friends as well & every evening, together with my son, would venture out for distributing treats. My son loves them a lot & we have been doing this for long. Not one person has ever complained about this feedings wherever we stayed, I guess my good luck or they get entertained to see an active kid (my son) among the party I guess ! However, I dont think this arrangement to be a one-off case. I feel as humans, particularly as animal lovers, there is even bigger responsibility in correctly behaving while among strays. It should always be clear who is feeding & who is receiving & not become a demand-supply arrangement, a fault lot of animal lovers unknowingly commit & hence leads to creation of top dogs within locality, who gain courage to trail vehicles, bark to humans etc.
    It is essential to understand that dog’s dont treat compassion the same way as humans do. We think in aspect of matter of heart or broadly, being humane ! But dogs treat this as mutual respect. So a dog that has not learnt to mutually respect humans will offcourse be a problem dog. Sadly, in most instances this was the dog that slept on someone’s terrace, ate his food but roamed all over the locality. This was naturally (?) the healthiest of all the strays in the locality & the most viciferous as well, throwing tantrums the moment something is to his disliking. Its also natural that neighbours would start disliking this arrangement with the person in charge (?) since he/she is creating a problem out of ignorance, howsoever well-meant & legal their position might be ! They are intruding the natural man-dog balance of nature without enough caution or care. They have given this dog undue advantage over the other dogs so that he has now started treating other humans as below him within his territory, forget dogs. A dangerous conclusion but quite common.
    Dogs are survivors! And they know quite well that it’s a human’s world; so it’s in their own interest to maintain a good relation. So a naturally grown up stray will rarely commit direct confrontations like aggression or trailing on humans (except in their learning stage during adolscence, a period of high hormonal activity) without a genuine cause unless it’s odd hours that too only if the person is unknown. I occassionally return home late from work well after midnight. On not one occasion have the dogs in my locality ever come to check me out. However unknown people will always be safely seen off the limits at the late hours.
    It’s hence imperative of every person to behave responsibly. Feeding is just the beginning of a relation one commits to voluntarily, certainly not the end of it.
    IF YOU FEED, YOU SHOULD FEEL RESPONSIBLE TOWARDS THE BEHAVIOUR OF THE DOG/DOGS YOU ARE FEEDING. DON’T FEED A DEMANDING DOG.

  113. We live in a RWA with a garden area that is partially landscaped. Most of the dogowners in our RWA used the garden for walking our dogs. The Managing committee has recently “banned” the enrty of dogs in the garden and advised our security office to police the area. IS this legal? i thought it may be fair to insist that dog owners maintain cleanliness and clear up poop ,, cant they ban or otherwise restrict the movement of all dogs ? Please advise us if there are any legal rights that dogs have for unrestricted access. thanks

  119. Hi I am Prerna from Mumbai . I stay alone sometimes my married daughter joins me . I have adopted 2 stray dogs and they are with me since their birth ( born in Feb 2010 ) .I have recently taken the license from BMC . My neighbors are deadly against me and my dogs . On 16 March 2014 we had a quarrel on some other issues so I called police and when they came all the neighbors started complaining about my dogs . They said the dogs are barking all the time which is not true . Out of 24 hours they bark for approximately 30 minutes that too when some one comes home or when they hear outside dogs barking . I do not allow my dogs or do not take them on street for su or potty . I allow them to do inside the house and I clean it and bin it in the dust-bin . Still on 16 March 2014 about 100-125 people were against me and I was alone . I will be shortly giving the complaint for the dog issue and the other issues . At times I have to go out – at that time they are alone so I am tensed – may be the neighbors may poison them – please help me .     Need a guidance on a different prospective & understanding when the law that govern the protection of animal if clashes with human life & property.
    Staying in a spacious township of around 22 bldg with ample open spaces available. But we have interconnected bldgs & i stay on a ground floor of one of the bldg & in the next bldg a family stays on a upper floor (animal lover) Its started with providing shelter on the ground to the new born puppies, feeding them & now many other stray dogs gathers to get the share of MILK, RICE, ROTI etc that kept all day & now at the same place others are dumping waste food too. I understand & accept its a noble thing to feed street animals & respect the feelings behind it but past 3 months am incurring losses due to bunch now gathered around my place digs the flower bed spreading soil all around my door, many a times woke up with a surprise finding my footwear in pieces all around, took clothes kept for drying. Its actually creating a lot of mental & monetary harassment to us.
    We requested to the concern family to shift the feeding space in the open spaces available in ample but not the internal building area, they are making it a sensitive issue giving it a shape of animal cruelty against us, warned us & already created lots of nuisance under the guise of law & citing the protection law of animals we will complain & arrests who objects. Everyone around the area all the ground floor residents are encoutering the problem but we have been shunned & threatened with dire consequences.
    I repeat we are not against any animals or even feeding them but someone is actually mis-using the law to harass people as animal are like child cant change their behaviour but human can. Requested them just to shift. Would need some advice & help on this.

Hi my name is Jayesh I live in Bangalore/Karnataka.I have 6 stray dog’s near my house which are all sterilized and birth controld..I personally have a Golden retriver at home.when ever I take him to walk this stray dogs Start’s following me they are friendly but the resident’s in my area belt them with stones when they see them with me..I have told them many times not to do so but they fight with me for bringing the dogs with me..I feel very sad for those stray dog’s ..please help what can I do???

    • Jayesh, please get the dogs sterilised, if they aren’t already and hand print outs of this circular to all these jerks who are harassing you and those dogs. Be firm and assertive. It will happen gradually but they will have to mend their ways.

Hey i have adopted one of the street dog at my home and her brother and mother sometime sit outside our house for food and we give it to them but one woman who lives on top floor throws stones at them when they sit there and when we told her not to throw stones she said she will because her children are scared of the dogs and tell us that doppu our dog we cannot keep her inside as she is a street dog and sometimes barks at night people are very cruel everyone is against us but many ppl give them food its just that we have kept doppu so everyone is against us what should we do please help people are soo bad they tell us we dnt have a heart as we are attached to animals more than humans please help

    I am an Animal lover and owner of Labrador dog. My kids are very fond of dogs especially pups in our area, They use to feed them everyday. Some GOON sort of people there,, including a local dhobi used to threaten them not to feed them or take them to your home. But yesterday all the limits have crossed and one man kicked the pups not more than 2 months old so badly they start bleeding. When my kids tried to stop him, he misbehaved and bad-mouthed them. Kindly suggest what should i do.

    i am a street dog lover and i have one at my home.and at outside of my door,i take care of 4 street puppies alongwith their mother.i always use to feed them.i protect them also.few days ago,mother of that puppies was hit by a car and her situation was critical.she lost her control and wherever she sits she do toilet at that place only.i helped her by doing medical treatment to her so she was saved..one of my cruel neighbor always throw stones on them and hit them with bat and sticks.
    i tried to stop her many times but she is so rude and cruel that she comes again and again to hit them for her happiness.please help me and counsel her in better way.

    I am a street dog lover.There are 2 stray dogs in my road from nearly 10 years and one year .they are very loyal friendly and my neighbors too love them. But few days back some aunty had blackmailed me that they would call municipal to catch them off because they had bit some men.It was because he threw stones..and the people couldn’t understand the situation.Even though they sent…my loves came back within 2 days. I was very happy. It was like a boon for me. And now there is no such problem.But I am afraid . Please suggest me if I have any rights to get out of this fear. I am happy that many people ha mercy and love for streetdogs.thank you so much. Please notify me whether there are organisations to which one can inform about dogs which are harmed.though I love dogs I can’t take care of all. I promise that I take care of my dogs by feeding and showing love. As I am still minor I am not having strength to feed them all. But when I grow up I am sure I ll take care of them !

  131. I have a couple of legitmate questions.

    Is it against the law to train (using simple, western techniques like verbal scolding and rewarding) the dogs not to fight and bark crazily during the night time?

    Also, is it against the law to dump dogs in another area? (My area sees a lot of, what I presume is illegal, dumping of dogs.)

    Also, if someone is claiming certain ‘street dogs’ are theirs, is their a law that they have to follow? What I mean is, do they need to collar the dogs, take control of their vaccination and wellbeing, as well as make sure they’re not a menace to the rest of the local community?

This January a stray dog named Kali gave birth to 8 cute puppies.As usual only 4 survived.We were threatened by the society people that they would throw the puppies out,we took it as a joke.But soon our Secretary ordered some people to do so and one died in front of my eyes(Car Accident)The others were kept safely inside the building premises.We had neighbors complaining every second.Our secretary continued his inhuman act and now we are left with only one puppy.We lodged a complaint and even came out on the newspaper,Ebela. But his threatens are still there.Please Guide us.

I live in Ranchi. recently in our locality in Dipatoli,the municipality people were catching dogs. i don’t know which ones were taken but i find three 8 month old puppies and a male dog missing. i feel concerned for them,separated from their mother,the pups will have a tough time in a new place. and the male dog was a weak one,used to limp and couldn’t even bark. we fed him regularly. now he must be looking for us. will they be brought to the same place?how hopeful should i be and how can i get them back?pls help.

They catch dogs so cruely and have no proper tools to catch them. when i ask what they will do with these dogs and they say that they will take them and leave in some remote areas.     • Which city are you writing from? What you share is utterly illegal and nonsensical for the dog catchers to tell you. This needs to be countered and stopped.
      Please file an RTI to the Local Municipal Corporation or whichever agency is doing Dog Catching in your area and seek answers to the following:1. How many Dog catching vehicles are there with the agency and their registration numbers? 2) Have the dog catchers received any training in catching dogs? 3) What does the agency do with the dogs being picked up? 4) On what basis, do the Municipality/agency vehicles pick up dogs on a daily basis? 5) Who is the Officer in Charge supervising this programme and what are their contact details? – Once you file this under Right to Information Application, please share the reply you get with us on contact@jaagruti.org. For your Information: It is illegal for any municipality in India to dump dogs/dislocate them from their area or kill them, the dogs can only be picked up for sterilization and vaccination as part of the Animal Birth Control Programme and as per the Animal Birth Control Rules (for Dogs) drafted under the Prevention of Cruelty to Animals Act 1960 and under the directions of the Honourable Supreme Court of India

    after seeing your above, seems like you people can help me out. i am 32 yrs old live near L.B.Nagar, Hyderabad / andhra pradesh / telangana.

    once i was passing from a street i found 1 month old street puppy which was in very bad condition like it loosed all his hair because of spreading germs on her body. so, i took the dog to the doctor and i’ve taken care about all the vaccine and medicines required as per my financial strength.

    and i bought the dog to my home and left near my gate (as i am already having 1 big street dog and 1 Pommerian at home) so it seats around my house all the time, i’ll offer him food, water and rest all. and after a period of 6 months the dog has cured and totally healthy, playfull.

    its very friendly and playfull dog, plays all the time with my 3yrs old daughter and if someone passes from my gate it barks too as per the dogs nature it runs behind kids when they start running.

    so now the problem is,on 17.06.2014 a bunch of people came with rods and bamboo sticks to my house including men and women, started shouting near my gate when i went out and asked them ” what’s wrong” they said they want to kill that dog today at any cost, so leave that dog outside ” we will kill him today “. though i said could somone explain me what really happened they said ur 6 month dog has bitten my son. and at that time my wife was also standing outside the gate so she has seen all that happen whether my dog has bitten his son or not. my dog (6month puppy) didn’t bitten his son he just jumped but they are claiming that he is bitten his son. and they want to kill that dog.

    anyhow i just managed by listening all the bad curses and abuses from them. and one of the women in that group said she is going to give poison to my dog tonight…………so i totally scared and i left my dog far away from my home. which i don’t want to as i don’t have any support from anyone (legally, physically etc) and i am financially week too. don’t have job since one year.

    and now all i need is REAL PEOPLE who can come into action straight away, should be available 24×7. Not those bullshitters who sit & hide behind a computer and comments as reply…………. I NEED REAL PEOPLE, WHO REALLY WANTS TO HELP ME OUT….I WANT TO GET MY DOG BACK…..PLEASE and i also want them to teach a GOOD LESSON.

I have been doing everything possible from my side for stray animals. but i am seriously disturbed as people around me are intimidating and isolating me for this. my parents are very supportive as they are with me in all my efforts. but some of my neighbours are really paining me for helping stray animals. i found a mother dog and 5 pups on the streets and i started raising them. i found good homes for 4 pups and i kept the mother and a pup. now they are my angels ,i have sterilised them and hav given them all the vaccinations. But now even the municipal authorities are killing stray dogs.IS THIS LEGAL. i really want to know. how can one kind of gods creations kill another kind. that too without doing anything. I really want to do something about this but don’t know what to do.

  142. Hi I am a resident of Chennai. We have a female stray dog in our premises which we take care of and has been recently administered anti rabies vaccination. It is not sterilised yet. The association office bearers are picking up fight with us because their bye laws says no pet animals and stray dogs are allowed in their compound gates. If we have to keep pet dogs, we have to buy a individual home. We tried to show the circular of AWBI which states that the bye laws of RWA’s cannot be amended to shoo away street dogs but everything fell into deaf ears. They are telling to keep the street dog in our home if we are so much caring about it. Due to personal reasons we are unable to take it home. The street dog is very soft natured and it doesn’t bark even if somebody tries to shoo it away. The association office bearers are adamant in getting that dog out from the premises. We lodged a written complaint to AWBI, Chennai who in turn mentioned that they will take action on the same in the order of receipt of complaints. We are very frustrated and the only thing we did was to take care of a street dog……. Please advise on what to do.

I am a resident of mumbai,malad west ,our building has two stray dogs who came from nowhere they are small dogs but the problem is the society is being cruel towards them they advice the watchmen to hit them with bamboo sticks,recently one of the dogs was badly injured after that i logged a n/c against the watchmen now they want us to leave the building since we are staying on rental basis the secretary/chairman are incapable of taking any action
    they have also issued a circular that one who feeds the dogs have to pay a fine of 500/- everytime when ull feed

  145. Ours is a government colony and we have many stray dogs wandering in the colony which pose threat to our little children playing anywhere in the premises. Everyone in the colony is scared of these dogs and worried particularly about the safety of older children who are usually not accompanied by their parents. We don’t know how to deal with issue lawfully. We don’t want to harm the dogs but the safety of children is equally important. There have been several incidents of dogs biting and attacking children in the colony. Further, if security personnel tries to drive them away or doesn’t allow them to enter then there are two dog lovers who threaten the security and anyone who tries to drive away the dogs will have to face police complaint. Please advise on how to deal with this issue without compromising on the safety of kids.

    • Madam, the animal lovers in your colony are right, a Police complaint can be filed against all of you for any attempt towards dislocating or harming the dogs under the relevant sections of the law. There are specific Office Memos and Circulars issued by Department of Personnel, Government of India against any Central Government officers resorting to such mischief against dogs…you can only get the dogs sterilised and vaccinated as per the laws of the land. We will email you educational leaflets and videos that you can show to adults and children alike to educate them on behaving around Street Dogs.

    • MCD picks dogs up for sterilization and vaccination. Under the law, they have to release the dogs back into the same area where they were picked up from. Where do you stay? Did you note the zone mentioned on the MCD vehicle?

      • Dear Shivi, Your dog would be at the Animal Birth Control (ABC) Unit run by Friendicoes and located at Ghazipur Veterinary Hospital complex, near Ghazipur Dairy. Please take an auto and go to this place located about 20 minutes away from your place. Request the staff to show you the pick up register and then identify your dog in there. If he is already been sterilized (identified by tip of his roght ear being cut), get him back home with you.   149. I am not an animal hater and I understand that they deserve their rights, but what when they become a huge nuisance in the society? A dog enters my house’s premises everyday and howls and barks and mates with other dogs and it’s becoming disturbing for us as well as the guests, Not only that, there are about 5-6 other dogs and every night these dogs are fighting amongst themselves or other dogs and I could hardly sleep at night, they are really really loud, howling and barking in unison. Sometimes I have to get up at 2 or 3 in the morning to shut them up, and the peace lasts for about an hour. Dogs have rights which are almost equal to the humans, but even when a human becomes a huge nuisance in the society they are evicted from the society.

  153. hi, i’m from ahmedabad, bopal area. i simply love animals and sp dogs till dis extent dat i have 4 monkeys, 23 dogs, 1 neelguy 2 cows and 3 goats. it’s been around 7 years now dat i had a dog in my society. he did multiply but a resident in my villa is so cruel without a heart that until now she and she alone, along with her husband have crushed the heads of total 5 dogs until now n has poisoned an entire dog family of 6 and beaten not even a month old pup by repeatedly striking him on his head in secret . all the others are now ok with the dogs. i have adopted around 23 dogs in 5 diff areas bt never have i come across such deliberate killing. it took me a lot of time to inspect and investigate and it was only last year on dec 3, 13 that i and one of my resident friend inspected d whole matter and got all necessary proofs that only they are responsible for all the slaughter when she killed our 1 year old pup by deliberately crushing him. till dis extent that they with their honda city thrice ran over him on that night when he was sitting right near my friends house. he died a very painful death. for a day and a half days that pup was just crying as he has internal and external bleeding and his cry still rings in my ears giving me guess-bumps all d time. she didnt stop, even after repeated warnings. after that pup she killed two more and d last one was just a month old who’s head gt crushed under her car’s tier. he was in my premises when she opened my gate and the pup ran out and she took the chance and then sat in her car with her husband n crushed it. i a witness to it who was standing in his balcony and he saw this whole act of inhumanity. no body helps. all just feel sorry but helpless. i have tried everything i could but of no avail. bt i wont stop and am writing to u if some1 cld plz stop dis. she is a mother of 2 daughters who are not even 10 years old, yet she doesn’t feel pity for that mother whos 3rd lot of kids she has killed. plz some1 have mercy. – komal, info.avoiceutrust@gmail.com

I live in a apartment where pets are not allowed, bt there are few street dogs roaming around in my street and my family the only one who tries to feed atleast 3dogs a day..I hve a pet dog dog among them too..I’ll secretly bring her into my apartment compound and provide food daily and wil send her back as dogs are not allowed inside Apt..Now the problem is i got caught to the Aprtmnt secretary for bringng her inside as the dog started coming by herself which has became a habit for her..He once tried to hit her with stick and stones..The terrible part is most of the families in the Apt supports his activity..I feel it as so horrible and feeling so bad for the dogs.. I even shouted them once but people here warning me that they wil throw me and my family out of this house as we are “Tenants”.. Please help me and suggest me what should i do?? I want those dogs to get shelter and food !!

    • Just get the dogs sterilised and vaccinated through Blue Cross of India at Chennai and file an FIR under their guidance against the people harassing you, your family and the street dogs. The law is on your side, you are an Indian Citizen and not a tenant here!

    I need your advise on an event that happened at my home today. We have 2 pet dogs(Indian country breed). The mother of these two is a stray dog which goes out and comes into our compound to rest in shade and takes shelter in our house on bad weather/Diwali.

    The stray dog is a friendly dog to all our localites except a couple of them. We have an apartment next to my house having 8 houses. It chases children sometimes(I have only heard from our neighbours). It has never hurt anyone. Last night one of the neighbours picked up a fight with me when, one of our pet chased her kid. She told to chain the dog. I apologized and told her that I’ll chain him. But she started asking about the stray dog and told she has informed the municipality to come and take away the stray dog even if it is inside our house. I said ok and left out of the place.

    Today morning the municipalty people came to get the stray dog. When they came to our house we said we don’t know where she is now, since it was not seen in the usual place it rests in our house. The lady started the fight again and told that she is gonig to complain to the police. We said to go ahead. In the mean time, the stray dog came out from our house not knowing the municaplity people. We hid the dog which the lady saw. The municpality people seeing the fight told they will come again tomorrow. The lady was not using respectful words and was very harsh and it seemed like her intention was to kill the dog with municipality’s help.

    We thought the dog was not bad enough to be killed. In fact many people in the street feed her everyday and in turn she is kind and protective to them. So realizing the situation and we cannot handle this everyday and the same situation may happen we took her to a dog sheler which we know very well and also donate whenever possible. They took her and fed her milk and bread. There are lot of other pets left by their owners, but live together there.

    Now,
    1) will the lady really be able to file a police case on us? How should I be prepared to face if it is so? Where can I get guidance in this regard.

    2) Since one of our pet chased her kid, what will be problem I may face? If I face any problems because of this incident, how can I protect him?

    Our pets haven’t bitten anyone. It only barks and chases one or two specific kids. I know one kid in particular have thrown stones at him when he was within out compound and also have beaten it with sticks. Otherwise it is an obedient dog and never hurt anyone when it patrols the roads in mornings and afternoons. We tried chaining him in front room. But he started crying. He normally sleeps in one sofa chair from which he can see every one inside and also keep an eye on the front door. Since he started crying we left him as usual. He is 8 years old now.

    The other pet is a girl which is 2 or 3yrs old and very frightened and soft dog. She is very playful and don’t even bark. She is in safe zone.

    • The Chennai Municipal Corporation or any other can lawfully only take dogs for sterilisation and vaccination and can’t take them away to kill or dislocate them…so you shouldn’t have got scared and put her away in the shelter.

    • Always walk your pets on a leash and you will be on the right side of the law, if their kids start running or screaming seeing your pet dog, it’s not your fault. There is no merit in a police case being filed against you in all of this. Please don’t worry.

  162. I live in east Delhi . I give food to around 8 stray dogs in a mcd park. I am so attached to them.There was a guard in the park who took care of those dogs and he has been suspended because people say that he is the one because of which the dogs are in the park. Now all the dogs cry a lot everytime. the people of a society threw the bowls of the dogs so that the dogs don’t come again in the park.
    And today I heard that someone has beaten one of those dogs and the dog has a broken leg now.And the other dog has developed a hump over his back because of the brutality of people.
    All these things take place when I am not in the park to help those helpless creatures.what should I do? where should I complain about such brutal behavior of people.PLEASE HELP!!!!!!

  164. hi i am a resident of bellary, karnataka. we have around 15 street dogs in our home which no one cares about in our locality. And there is no proper service to get the female dogs spayed and they often mate with the male dogs around the street and give birth to puppies.like wise now from 1 female street dogs they have grown around 15 in our home and we treat them all. But now it is out of budget and there is no one who is ready to adopt the puppies. i want to know is there any organization or any service which can spay the female dogs or some place which provides home for the puppies.

        Our neighbours have leashed a street dog on their terrace since 1 and a half month..They not at all take it’s care…They feed it whenever they want like once or twice a day and that too in a small amount not knowing whether it eats or not…And when it barks in order to ask for food, they beat it with pebbles or stick..And it had been tied with a short leash on a heap of stones where there is no shade and it had been staying there since 2 months …They not even keep it inside their house when it rains..What file can I case against them?

  166. I feed stray dogs, i had adopted one 4years back and i live in a small house so i can’t provide the other dogs shelter, but i feed them regularly and i got them sterilised too. They never have tried to bite anyone, be it adults or kids but have recently started chasing a set of kids, and i later found out that the kids throw stones at them and make noises. Their parents have threatened me, i am worried for my dogs, what if something happens to them, please tell me what to do, please, the parents are illiterate and don’t understand that it’s their kids fault. I’m really worried, please help. I am studying to become a doctor, my sole purpose in life is to help animals, and i would be really grateful if you give me some advice, i am from jamshedpu and am still too young to open an animal shelter but i am doing whatever i can, my dogs sleep on jute boras and get bread rice roti to eat and are really fat :) but I’m worried about the threatening issue, please help me

Could you please join the SPCA Noida Facebook group and check with Ms.Anjali Sharma in there on whom to connect over there…else just report this matter to the Police and fight your case for animal rights on your own. After all the laws are on your side and those of the street dogs you have sterilized, vaccinated and whom you care for.

    • Even i face the same issue…….So don’t directly tell them about the legal things because they won’t understand and they may get more angry….But inform them that your kid is hurting the dogs and thats the reason dogs are afraid and try to protect them self they will only bark they won’t bite…..and also inform them about the legal thing in polite way and whenever you see someone hurting the baby take a pics or video and call 100 for help police have to take action. remember call 100 not the police department number

    I am a member of a NGO. One of my friend found an injured dog actully two dogs ,one of them had his leg bone broken. My friend took him to veterinary and got him plastered.According to doctor he needed 21 days caring in order to get full recovery.But the veterinary hospital and even NGOs that works for dog shelters refused to do so. Aren’t there any laws for such dog’s treaent or something. I don’t kno what to do, who do I ask, or who do I complain against veterinary hospital for refusing to shelter them. Actully the condition of stray dogs in my city is worst . Well I’m from jabalpur m.p. ,in case u need to know.

    • Sir, we suggest you get the dog’s legs plastered and foster the dog for three weeks till he/she recovers and then release him/her back in the same area where you rescued him or her from…one can complain to the State Veterinary Council or Veterinary Council of India if a Veterinary Doctor refuses treatment or administers wrong treatment but we can’t force someone to shelter an injured animal if they have no such facilities.

    I have been feeding some motherless stray dogs in our park
    I even made a.shelter for them and provided them with warm blankets
    Today a 15 year old kid from my adjacent society took one the pups
    I know legally I couldn’t stop him because of no criminal intent

    • You can term this act of the kid as “dislocating a pup/dog from their territory” and taking it away from his mother, both of which are not allowed and illegal as per the Animal Birth Control Rules (2001) enacted under the Prevention of Cruelty to Animals Act; under which street dogs can only be sterilised and vaccinated and have to be returned to the area where they were picked up from post sterilisation surgery for which a pup over 6 months old is required.

      • Please get all female dogs (adult) sterilized through a good pvt.surgeon so that they don’t give birth to pups again. Please also get the pups vaccinated. Pay some extra money to local sweeper to clean up after the dogs and ask those people who are harassing you to mend their words as you are doing the above tasks and being a responsible caretaker and also that if they continue to intimidate you or harass the animals you will lodge a complaint against them. You are not doing anything unlawful so be strong. You have read the above page, right?

  170. Hello,
    I only returned to India for 5 months break and in that time, I started taking care of new born puppies. I got them vaccinated and sterilised. The neighbours are complaining about puppies barking at nights and their hostile attitude when it gets dark at night.

    I have tried explaining to all the people that its only because they are puppies and the problem will soon fade away as they grow up. I am leaving now in few days time and I need to know if the puppies will be silent in the coming months as one neighbour has already threatened to call the authorities for the removal of puppies because of incessant barking.

    Any help would be very much appreciated.

    • Which city are you writing from? Please get all pups and adult dogs in your area sterilized and vaccinated before you leave. This way the municipality won’t pick them up and the population of the dogs would not increase either

      • Thanks, I am certainly looking into sterilising all adult dogs as well. 2 adult females are very aggressive and subtle ways of catching them have failed ;for instance I mixed tablets into their food hoping they would be drowsy, but it didn’t work. Any harmless solution to catch them for the surgery? Thanks.

    • These hybrid dogs or breed dogs does not like our country (Indian) dogs, they are trained to bite,fight and kill our dogs. This is happening with other animals also like Lion, tiger, fish, etc., The hybrid ones are killing the God’s created ones directly or indirectly (trees, plants, cows, sheep, goat, hens, etc.,). This is what can be called as End Days, but not ended by God or Nature but by Selfish Human beings( politicians, doctors, bio-scientists, foreign country people who give money for education, toilets, companies, etc.,).     • Our suggestion would be that Municipal Corporations and District Administrations of each area should be conducting Animal Birth Control (for dogs) camps and vaccination drives as per the mandate and responsibilities they have been assigned under the Animal Birth Control Rules (Dogs) 2001. If they had been doing that unfortunate incidents like you mention would not even arise.

  176. We had a jet black street dog residing in our colony from the past 2years.He was too brilliant,loyal and very friendly with localites. But from couple of months he used to get severe injuries over his body.In starting of march month i found that one of its legs were broken and he suffered from serious injury and and suddenly he is paralysed though i tried taking him to the veterinary doctor and got him injected but nothing improvement is seen.It was i heard from few of the residents that there was a localite behind this….

    • Don’t feed him sweets, biscuits in moderation and not too much salt, oil in his diet. No grapes or chocolates at all. When giving milk, please give half milk half water dilution. Rest all ok…Indian dogs eat anything well without fuss. They are sturdy breeds.

    • Which city are you writing from? Please warn these people of the repercussions of their actions as harming animals is a punishable offence under Section 11 of Prevention of Cruelty to Animals Act and under Section 429 of Indian penal Code. Do get this dog sterilized as well…he is simply playful for his age and that is why he is snapping on things, get him some toys from your end if possible.

    There are 3 pups and a mom in a park near our office. The pups are aound 5 months old and two out of them are ill -running high fever. I have taken them to hospital and getting drips administered and hope they will be ok soon. But can the pups and the Mom be vaccinated free of cost. Is there a mobile van which can come and either take them for vaccination or do it there itself? My father, while coming home late from his workplace after completing his night shift, has been bitten twice by stray dogs of the main road that leads to our locality.     I am living in Chandigarh. Recently from 1st April, 2015 onwards there is Animal Birth Control(ABC) Program being
    carried out by the Municipal Corporation, Chandigarh in collaboration with SPCA, Udgir, Maharashtra. Under this programme MC people picked up the dogs of my area on 28th April, 2015 including my 3 dogs (stray) after 3-4 dogs when they released the dogs one of my dog was missing. I went there so many times and asked about my dog but no satisfactory reply was replied. I am afraid either something wrong has happened to my dog or they misplaced him somewhere.

    Secondly one of the leading city newspaper is daily publishing that till date this much of dog bite cases has been reported. In this manner they are also doing atrocity.on dogs. As a result of which people have become more cruel whenever they see any dogs barking they start beating them. Please advise what to do. How can we help them ? How can stop newspaper people to stop this nonsense.

    Just wanna know what do these municipality people in Mumbai do with stray dogs? There was this stray dog at my workplace, I used to feed her and other dogs everyday and now someone from my workplace called the municipality and asked to take the dogs away. This happened when I wasn’t there that day. The others dogs escaped but they took away this brown dog. I am really worried. It’s been 5 days now. They did not bring her back. Please help.

    • Please check your email inbox. Have replied on it as to what you need to do. Municipality can ONLY pick up dogs to sterilise and vaccinate them and then have to release them back to the same area where they were picked up from as per the laws of the land

    • Mam, best thing you can do for dogs on the street is to get as many sterilized and vaccinated under the Animal Birth Control programme with assistance from Blue Cross of India at Chennai. We are Delhi based and think sterilisation and vaccination is the best one can do for street dogs.

    • First solution is to have them both sterilized and vaccinated under the Animal Birth Control programme for Dogs being run by Municipality. Which area are you writing from? sterilisation calms them down. People should also start feeding them. And an anti anxiety medicine called ANXOCARE for Dogs by Himalaya’s Veterinary Division can be given to them in feed. You can not kill harm or dislocate them, that is illegal, inhumane and counterproductive

So I being very emotionally attached to dogs, i feel that these dogs also need a home, a safe home to live, if not a home then atleast healthy food to eat. but i we notice,then we will see that most of the street dogs are malnourished, their ribs visible and their babies crying for food.   194. I have a Labrador. We brought him home 4 years ago. He’s a fun loving dog and I’ve always considered him as family. But my parents have never allowed him to roam freely and he’s chained all the time. I come home from school at 4:00 pm and only get a little time to spend with him. We go for walks. But that ain’t enough. He has the right to walk freely. Do whatever he wants to. But my parents don’t allow. So I want your help. Please call my parents and advice them to unchain the dog. Threaten them if necessary. Tell them that you’ll file complaints if they don’t unchain the dog. I love him and don’t wanna give him away.

  196. I just saw the MCD van arriving today in my locality. They had picked up a a dog, even though i feed the dogs in my area i didnt recognise this one. Anyway the point is i hope they sterilize the pooch and leave him later in the locality from where he was picked up?     We have 2 street dogs here in our society. Mother and son both we are keeping along with us as the society peoples beat them brutally. The puppy has some problems and had 3 legs only.
    Society people threatened that if they see them outside they will kill them.
    Now we want to keep them in some safe place where they can live at least.

        I am based in Anand Gujarat now but my native is in Kolkata. I with my family is not at all scared and fighting the situation to its best. I have read the laws in your page, but due to different region there remains a language problem. Most of the peoples have stopped speaking to us because we have given them shelter but we are not bothered on that. The basic issue is when we have to travel for different places.   202. I do agree Gujarat is the most worst place for this happening. Here dogs are bitten brutally and you can not present there all the time to fight and save them. A change mentality should come.
    We have searched many a places and NGO for support their is none in Gujrat.
    Specially my wife has searched for it. All are treatment center. Moreover showing thumb to law Municipality take the stray dogs from their origin and through away to other places.
    Law is only in books.

  203. I’m studying in a government medical college in pune and I feed the stray dogs in the college and hospital campus. The digs are adorable and never harm anyone. Today when on my way back from the college, I stopped to feed 3 of the dogs, I saw an employee sitting there and I asked him if he fed any of the dogs, he said he didn’t and that dog catchers came few days ago and caught few of the dogs and will catch and take other dogs in a few days because it’s a government institute and stray dogs are not allowed.
    Please tell me there’s something that can be done. I can’t find 4 of my dogs and I think the dog catcher caught them.

  206. Hi, in my area there are 6 street dogs. My neighbours feed the dogs but we are upset to see that these dogs on most of the days do shit outside our corridor. Also they bark whenever they see outsiders and bikes. In the night they bark so oftenly that we cant sleep. I am upset with the kind of law that the dogs cannot be relocated. What is there for the citizens who are upset with the street dogs? Do people like us have to suffer like this? I dont say that I hate dogs but I dont love them as others do.     • You have written they bark at “outsiders”, what’s wrong in them doing so, they are safeguarding your street. Anyone or any species whom you don’t like cannot be removed from the street because these dogs too have the right to be there. You can work out an amicable solution with your dog feeding neighbour on hiring a sweeper to clean the street corridor up and seeking their help in calming down the dogs at night. People who feed them, they know there are ways to talk to and scare the dogs a bit so they stop barking on winter nights. Also get the neighbours to sterilize and vaccinate these street dogs

    • Yes Parth, please get them all sterilized, even the Pregnant one. Municipal Corporation does not and cannot pick sterilized dogs (identified by the tip of their right ear being cut / notched )

The disgusting stray dogs covers all the roads with their feces in every kolkata alleys after dog lovers & garbage throwers in roads make provisions for stray dogs to feed. The ‘kind-hearted’ dog lovers will not clean the roads of dog feces after feeding the dogs. Walking in Kolkata roads specially morning walking feels like walking through hell covered with dog feces & litters. I wonder if humans live in India or subhuman filth! The Municipal Corporation/ Govt. shall make dog kennels & keep the stray dogs there instead of passing disgusting laws & shall make provisions of several closed-door litter bins of small openings in every Kolkata locality like Park st.

Feeding a hungry poor person who is unable to eat full mills two times in a day is more meaningful duty to society than feeding stray dogs. At least they will not defecate in front of the entrance of anyone’s house or in the road.

There are 5 stray dogs in our society.Actually they aren’t stray as they have stayed in our society for years.But some people in our society want them moved from here.They also tried to dislocate two of them but luckily we got to know about that in time and we brought them back.We raised a voice against them and tried every possible thing to stop these acts. We also warned them by sending a copy of your article. But nothing changed. Also three dogs out of them are sterilized and vaccinated and the remaining are 6 months old and we are soon getting them vaccinated and sterilized.   213. Hi.. I am resident of Shaligram Society, Chankaypuri, Ghaltodia, Ahmedabad. We have a very loyal street female dog and since her birth my nephew is emotionally attached with her and nurture her as his sister.

    In the first week of January she had given birth to 4 cute puppies on road side.Then to avoid from other dog attack we had transferred them to society common plot.

    During last 15 days she lost her two puppies in road accident. Then that female dog had taken remaining two puppies to our compound for safety purpose.

    As our son was emotionally attached with her, we have started to nurture them in our compound. But during last 3-4 days, our neighbors started to teasing us to put them out. As my nephew is in 10th standard and exam is in next week to avoid quarrel, we had let them go outside our compound, But during last 3-4 days due to their litter, all the neighbors were united and started to hit them by wooden sticks. Even last night one of them had hurt one puppy by riding scooter over it. Due to shock they have stopped to intake milk offered by us .

    In the today morning when i went to feed them with milk, one of them found died and other was about to die….I know i should stop neighbors but due to my old parents health and nephew exam, i could not opposed them…this guilt will remain for lifetime. …Please let me know what should be done to avoid this in future…please guide us to help little innocent street animals.

  214. So, you NEED to help me. A dog, one day, strayed into my colony. He went mad. Started chasing people, biting them, and all the stuff that usually would warrant his death had the law not been in his side, since in India, we value animal life over human life. Anyway, he was sterilized and vaccinated, and released back into our colony. Unfortunately, that did not fix him. He’s still crazy. Children are at risk here. The society has banded together and agreed to kill him, one way or another. I am a dog lover, and I don’t want that to happen. But if the children’s life continue to be at stake here, I see no other option than to agree with them. A dog should never be mistreated, let alone killed, but is rather see a dead dog then a dead child. So, I’m asking for help. There has to be something I can do that makes him leave, or have him removed. Because the only other option is him dying. Please help.

    2 days back i got to go different city and found to know he died , i filled with sorrow when i came to know , when i came i watched his body.There was only a wound on his body but not near his mouth , hand , legs etc.He was also swelled a lot .
    i don’t know how he died if someone has poisoned or died with an road accident . i’m feeling the pain for him

    I take care of 3 stray dogs, about 3.5 months old. Recently , my neighbors are complaining that they chase and bark at people at night ( they do so just to protect themselves or if they are bored lr want to play). They never bite. They say that municipality will come and take them away tomorrow. I just can’t see them being killed for stupid reasons. Please, I need help urgently. Can you suggest an NGO for their rabies vaccination and I suppose sterilization is not possible at this stage (they are 4 months old). I live in Jyoti Park, Gurgaon. I need help urgently..   217. Someone broke one leg of a street dog in our locality two months back.The leg swell and like started breaking of into pieces. Now the swelling has almost reached the body. I tried to befriend the dog and after that treat him but he does not come close to me. I am feeding him regularly but he is suffering and will possibly die.I feel very sad for him and so I am planning to euthanize him. Is there and other way to euthanize the dog by feeding him.

    • Nelson. You cannot do so. Where are you writing from? Work with a local organisation to have him rescued and picked up for treatment. Only a trained vet in our country can euthanize a dog after having satisfied himself that he has no scope for recovery.

    I am a tenant staying in B5&6, Vasant Kunj,New Delhi. In our colony there are 4 stray dogs. last month a litter of 3 was born. somebody from the colony killed 2 of these small puppies by crushing them under their car tyres. they were very cute and had just learned to walk. previously too people crushed small puppies. I am shocked to see them doing this knowingly. In last 10 days, 3 puppies died from different litters. I want to do something for these dogs and their puppies. People start fighting and saying that dogs make the colony dirty. i do not understand just by dog excreata colony becomes dirty and what about the garbage that people throw everyday in addition to human excreata. my nieghbours hit the dogs and then say dogs are threat to society but i feel these people are bigger threat to dogs and other animals and should be punished for their inhumane activities.People are so insensitive that few days back they poisoned the dogs just because they were barking. i was very attached to the puppies who died. i want that these people should be punished for their crime. Please suggest what should I do to save the only puppy left. I cannot keep him in the house as the house owner is not allowing me. Kindly suggest.

    • You need to undertake the effort of getting all adult Street dogs in your area sterilized. Puppies everywhere mostly meet the same fate! Sterilisation is the surgical removal of dogs sex organs so that they don’t multiply and reproduce further. There are hospitals doing it in most cities.

  220. Hi. There is a sadistic piece of vermin that works at a local food outlet close to my house. I have witnessed several acts of animal cruelty by this man for absolutely no reason. Yelling at him, reporting him to the owner of the outlet and almost coming to blows with him has not yielded any results.
    I read about the legality aspect in the above article, but I don’t have much faith in the cops to really do anything.
    What can I do?
    I am very close to the point where if nothing is done I will end up taking actions that might be considered criminal in themself .

    • Our suggestion is to atleast approach the Police and lodge a complaint against this person in writing…alerting them that this guy is a serial killer/psychopath/abuser in the making as FBI and many agencies have researched and confirmed through statistics that people who abuse animals go on to do other criminal acts against humans as well…after that also if the Police don’t act do what seems right to you.

We are a society of 1100 families and there are kids as old as 1 years, who want to play in park and elders who need to take walk for health reasons. There are two groups of dogs, one group is friendly and plays with kids and very docile but the other group is dogs is very aggressive. Many people and kids have got a dog bite while doing walks and while playing in park. We are scared of sending kids to park. My family and many other families have dog phobia. Why should these dog keep roaming around all day? Can they be put to constructive use near gates. Can people from your organization train them or train us. Please help us so that we can walk around without fear and kids can enjoy their childhood.

    There are so many street dogs in our colony.
    Yesterday one of them had attacked on my 12 yrs old son and bite him.
    It’s very dangerous for residential people to move out in colony.

    Municipal people catched some of them but no proper arrangement to keep these dogs. They are been left in other colonies and then the same cycle keeps on.

    • Please read the article above. The only solution is undertaking the Supreme Court mandated and humane method of Animal Birth Control for dogs that is conducting a Dog Sterilisation programme. The Municipal Corporation ought to be running it. Dislocation etc of dogs is counter productive as you know for yourself.

  227. Hey, I adopted a stray dog(female) 2 yrs back. Her name is Bella. She has a sister, who still lives on street. I named her Stella. Now my problem is that Stella is the only female dog left in my locality and all the dogs trouble her a lot, as if they are trying to rape her and she is struggling to protect herself from them. Its very painful for me to see that, i always have this guilt that i could not adopt both of them at that time. I really want to help her, so I am thinking of getting her spayed. But there are two problems which i am facing right now, first is that as I am not earning right now so I won’t be able to afford her surgery in a good hospital and second one is that I am worried about the risks involved in the surgery. I don’t want that instead of doing anything good for her, I land her up in big trouble. Please suggest me what should I do. Please Help!!

    • You need to find a veterinary surgeon and get all dogs sterilised. Killing is illegal and not justified. It will be counter productive and never solve the problem. Sterilisation is surgical removal of dog’s sex organs and also helps calm down the dogs besides them not having pups any further. Where is your village located?

  230. Hi, I live in delhi. 6 months back me and my sister let a dog sleep in our flat. Ever since then she would come in to stay for a while and go. Eventually her stays became more frequent and longer. We did not want to domesticate her. We believe in letting evrything be free. But she started to bark at our neighbours who live on the top floor whenever they passed by( we live in a apartment building with a common passage). They soon started to threaten to give her to the mcd and talk to our landlord to get us out. They even locked us up from outside. They used to run after a with a huge stick so naturally the dog will become aggressive. Now i am too scared to leave her out but she cannot be happy without going out. We havent got her used to a leash. We let her out when its “safe” to let her out. Tge entire colony hates us and our dog without understanding how an animal behaves. I dont know what to do. Everyday I am stressed and thinking about her(the dog) and what I can do. If she is kept inside mt flat for too long she eata uo all the wires, digs out the walls, breaks the mirror, pounds on the windows, brings down the curtain. Its turning out to be very difficult for me. I dont know what to do

    • Train her to be on a leash or accompany her on her walks outside. Also please get her sterilized for free at Dr.Vijay’s clinic near Ramesh Nagar Metro station 981054693. This sterilisation will ensure MCD never takes her. It will calm her down too.

  231. Recently a man (supposedly a crackhead) living in our neighbourhood killed multiple dogs and severely crippled many other strays with a chopper. Yes, a chopper which the butcher uses to chop heavy joints of meat.

    There was blood everywhere on the street. Some dogs lost their lives on the spot while others have been seen with half skull showing the insides of the brain and some without a leg or a jaw.
    He just went and hammered sleeping dogs in broad daylight with his chopper.

    When and few residents raised a voice, he said that they may keep the dogs inside their house if they have and problem.

    It’s a backward muslim area in Bhiwandi which is a district of Thane in Maharashtra. So, there’s no PET here and nobody would really care to report such a matter.
    Moreover, the public here is stronger than the police. We don’t even have a police station in our are. The local are re a police station is located outside the area somewhere in the vegetable market. If such a problem was even reported locally, the cops wouldn’t really very able to do much.

    This activity has been repeated twice by the same person in able months time.
    Area localities do not really appreciate this man living around due to his barbaric activities, but reporting the matter could prove counter productive as the police can’t help much and will eventually have to disclose the complainant’s name due to local corporator’s pressure.

    What can be done to land such individuals behind bars?

  233. I have been feeding a few strays in my building at Thane for the past year. One of the strays is a 11-month-old pup named Shadow who was born in our building. He is a very energetic and inquisitive dog. He is also very friendly and loves to make friends with all the neighbouring dogs and people.
    Unfortunately, yesterday, an incident happened in my building wherein he followed a lady and a child carrying some bags. The lady got scared and screamed and the child ran. This confused Shadow and he too ran behind the child. People around thought that Shadow is chasing to bite the child. So they are saying that the dog is dangerous and needs to be thrown out of the building. In fact, they also threatened to kill the dog with rat poison if it is not removed from the building soon.
    They are complaining that the stray dog issue is happening because of me feeding the dogs. I am scared that they will now threaten me to stop feeding the dogs. Please help/advise on what to do.
    I love the strays. I take care of them by feeding, giving them vaccinations and sterilization at my own cost. I want to continue feeding and help the strays.

  234. Hello everyone,
    I could use some help regarding an issue involving my 4 stray pets. My mother and myself have been feeding them since year and half. All of them are vaccinated and neutered. My neighbours are creating a huge problem and asking us to relocate them. Can anyone around Secunderabad (west marredpally)( Hyderabad) be of help to us. I dont want to send our doggies off to any other place. They have now become family.

    • Please connect with Humane Society International whose India office is based out of Secunderabad…they have lawyers on board to counsel you..also no one can relocate them legally..it’s against the laws of the land and inhumane to do so…moreover you have already done your bit by sterilising and vaccinating them..be strong and assertive and tackle this with a sound head and all laws at your disposal

I wanted to know if there is a nuisance dog aggressive stray dog in the area who comes and bites my dog from behind taking us completely off guard even though we are out of his territory and no threat in any way, then what can be done? There are these 2 male stray dogs in my area that are making walking my dogs a nightmare, I ensure to avoid any conflict, I cross the road when passing their territory and then once I have passed it I cross back onto my walk route but even tho me and my dog are across the road they and minding our own business these dogs will come barking and charging at us and on many occasions they pretend to ignore us but then suddenly will come and bite my dogs from behind?

    • Try if you can to keep a water bottle in your hand to scare them away or better still try making friends with these 2 dogs by occasionally going and feeding them so that they learn to recognise and trust you.

  238. I meant to say, in my previous comment, that I have to live on his mercy and on his will.

    In order to be friendly with him I fed him biscuits. I was with him for an hour for 2 days. And yet he doesn’t recognize me.
    Even after feeding him and caressing him he barked at me. How do you justify this?
    Is it ok for the dog lovers that I keep living in fear and in dog’s will?

  239. i live on the 3rd floor. The stray dog sits at the 2nd floor, in front of the house whose occupants feed him.
    I have no problem if the dog lives in the building down. But he becomes dangerous when he sits in the 2nd floor. I know he is protecting his care takers, but is it fair that he doesn’t allow me to go to my own house?
    The dog lover says they don’t bring him up stairs and they don’t know when he come up. I agree that they don’t come to know when he comes up but I have seen them bringing him up stairs. Is this fair. Creating a problem to others? Don’t the dog lovers have a responsibility to teach him not to be wild?
    You might says it’s his nature. Isn’t my basic right to live freely without any fear of going to my own house?
    Please, for a moment, think about my problems too.
    I don’t want him out of the building. But I don’t want him to sit in my entrance, so that I can freely come and go to my own house.

    My name is Hanna and I am an expat in Delhi. I am just here for a limited time and will not be able to bring any straydog to Sweden with me for obvious reasons 8I wish I could save them all). My birthday is coming up and I have asked family and friends to donate money to animal wellfare organisations in India. Suggestively to a good reliable organisation that can provide and/or enable sterilization of dogs (as I have learned that is key for their wellfare, long term), or something else. Would you have any suggestions (as I understand your org does not carry out sterilizations)?

  241. Please define “street dogs”. Are dogs living within a company complex street dogs too? There are three dogs living in our company complex since birth and one of them has bitten a worker. The worker has complained to the company administration and they have decided to get the dogs captured and relocate them somewhere else. I know that the dog bit the worker because the dog sensed fear in his body language. Is it legal for a company to relocate the dog away from their premises? I don’t want them to relocate the dogs because it is very difficult for them to adapt to a sudden change in territory. Also the other dogs might not accept them. What can be done in such a situation?

    • Relocation is ILLEGAL, COUNTER-PRODUCTIVE, CRUEL etc and against the orders of the Honourable Supreme Court of India and the laws of the land. The only legal and humane thing to do is that the dogs should be sterilized and vaccinated. Where are you writing from? Which city?

  243. I am a resident of a society in Ahmedabad and I am 17 y.o. Okay..so there are about 5 stays in the society. One of them who is about 7 months old comes to our apartment everyday to get food and we feed him. Sometimes he also enters our apartments and sleeps inside too. My family and him both have a lot of fun too. But he litters outside the neighbors houses and on other floors after he leaves our house and the other dogs do too. This has been going on for a long time and one of the neighbour got angry so she came to fight to us to tell us not to feed the dog and beating him so that his habit of eating at our house goes away. They believe that we litters near their houses because we feed him. I told her that caretakers of street dogs are not responsible for the excretion habits of the street dogs and also told them about the rules and regulations that are set for street dogs in India. But, that lady is stubborn and didn’t understand so we decided to feed him not in the house but somewhere else. But the dog still littered near that lady’s apartment. After 2-3 days the little pup has disappeared from the society while the other dogs are still there. All the dogs have already been vaccinated and operated by birth control organisations so there’s no chance that they could’ve taken him. We have been harresed a lot before for feeding this puppy before by the lady but this is just extreme. I really believe that the lady has done it because nobody else has complained about the littering of the dog. I don’t have any proof against her but what should me and my family should do and whose help should we take because nobody is supporting us and we don’t even know what she might have done to the dog or where she would’ve relocated it because by relocating the dog she has committed a crime according to the rules set for stray dogs and intimidating us is one too. It would be really helpful if someone helped us out.

There is a need for this to be extended to the Armed Forces who have huge cantonments which are natural habitat for a large population of animals including stray dogs.

  245. I live in West Delhi(Near Tilak Nagar). There are 6 stray dogs in my loacality. 1 male, 1 female n her 4 pups…i have been feeding the pups n mother for the last 3-4 months and now everyone in my society wants to remove them reason being puppies are barking at their kids(i can understand their concern for this) n secondly, because 6 dogs in a locality is too much for them. They have already filed the complaint n i don’t want them to die. So, what can i do to help them and they are not sterlised(i have read it somewhere that they need to be 4 or 6 months old for sterilization)

Please get the adult dogs sterilized and vaccinated from Dr. Vijay 9810054693 who does street dog sterilization surgeries for FREE at his clinic near Ramesh Nagar Metro Station but this is provided you do the post operative care at your own place. MCD will not take young pups and already sterilized dogs anywhere…so please dont worry, no complaints to the MCD will work if the dogs are already sterilized and vaccinated. Read the laws please, they are on your side and those of the dogs.

I m Sayan Ghosh from Chittaranjan.Six month back i saw a little puppy black coloured having poor health left behind by someone.me generally curious about animals,took it home,fed it with milk and it grew up.many kids pass by my garden call him by his name(Kalu).but there were some kids who threw stones.so my mother one day stopped that particular boy and asked him not to do like this and scolded him,the matter ended.But yesterday what happened blew our mind.the father of that boy is a truck driver(pickup truck).he regularly overspeeds his truck And remains drunk all day long.yesturday was the end,he drove the truck over the 6 months old dog.We weren’t at home,when we came back we got to know that our Kalu met with an accident but we couldn’t do anything as there was no doctor and no hospital around us.he screamed for 15 hours and ultimately left.the thing we really felt bad the truck driver after hitting the dog doesn’t felt to stop and see what happened,have he survived or not, nothing,who cares after all he is a stray dog.we all with our neighbours went to his home but felt surprised about what he feels, according to him there is no one to stop him,he will continue to drink and drive and in case if there is any stray dog in his way then there is nothing to do,it would have to die.Disheartedly we came back and call our local police but no response.according to them they had no time to deal with dog mattersThey cut or phone.we felt helpless and called again but no response.we again tried but they became angry and said not to disturb them.we really felt helpless.is there no one to help them to fight for them.they may be stray but they have the right to live.they are not disturbing us.they inturn help us in many ways.I had no choice left in my hand except contacting you.is there any way you can help me out.if I get some help from you then I would feel that I could do anything​ for my kalu.

    It is indeed a very good forum I came across ppl doing so much about animals. Really moved by the alertness and care for them. My heartfelt congratulations to one and all involved in solving these problems. I think I am at the right forum where I guess would find solutions to my problem.
    I am from Bhubaneswar, Odisha we live in a housing society which is gated. Offlate there have increase in nos of stray dogs inside the premises which are mostly fed by few society residents. Some of the stray dogs are always furious and often tend to attack each and everyone be it a day or night. Situation is so much frightening that me and my family members take out our car if at all we have any work even inside the society.
    But the real problem is my mother now 62 has various medical issues and has been advised by doctor to start strolls or medium stretch walks but due these stray dogs she is not able to move out of the house. Even she had not moved inside the society from last 2years. Which is making us helpless because we can seriously see my mother getting tied up inside the house since last couple of years.
    I know some people will suggest us to be friendly with those dogs. But I feel seriously it is not a solution, how should I ask my mother of 62 years to be what she is not. Can anyone at this age do so. How many of you guys can actually change your ways which you haven’t done in your lifetime. I am told by few society residents that this cannot be stopped by anyone since these stray dogs are protected by law and cannot be removed out of the society. I feel this forum has highly intellectual people with good knowledge on this subject can give me solution.
    Please tell me how to stop the entry of stray dogs inside the premises. Can people bring these stray dogs inside at the cost of other residents safety security and freedom. Why can’t my mother or other elderly person move freely. Do we have only laws and lovers to protect the free movement of stray dogs and no one to come forward for the freedom of our section of society which are not open for this. In the name of pet love if my mother’s freedom is bared do you think I can ever support these stray dogs inside the society.
    I need suggestions guys.

    • The lawmakers of the country are sound heads and if there is a law in place then we as educated informed citizens need to abide by it. You and your family have a phobia for canines and we only suggest you work in it and befriend the dogs. As far as increasing numbers of theirs are concerned, the ones who feed them can be well-advised to have them sterilized/spayed/neutered.

  254. In my locality there are a lot of street dogs, sudden increase in the last 6-8 months. Now they are like atleast a dozen. Most of them roam outside, but in the evenings and later come in our society as it has huge open spaces. Apart from their potty, they have recently been charging on small kids and elders. As per the rule, we got them vaccinated and neutered. But I wanted to know if there is an NGO or shelter that takes care of these dogs? We could pay for their treatment or care.
    Want to find a middle ground where everyone is at peace,hence asking.

    Me and my family love dogs and we do whatever we can to help them just a little. on our end we have sterilized every dog in our locality.and we feed them too which is the reason i am writing here. we have faced a lot of backlash of our society for taking care of these dogs, we try to stay low so the attention doesn’t go to them but it seems for some reason people are determined to do the worse now recently someone called the police because we were feeding some poor dogs.their main concern was that we were feeding them in front of their house which was not the case “AT ALL”. but apparently police doesn’t listen to reason and they really stepped up in the worst sort of way . no sound reason would sooth their bruised ego. I told them we weren’t doing anything illegal but the “PROTECTORS OF LAW” wouldn’t hear anything of it.now the dogs i am referring to you here are very sound one and they didn’t have any complain against them until now.but “FUTURE POSSIBILITY” seems to be the biggest concern for many. what am i to do when the law protector is ignorant and determined against our vulnerable creatures.

    I live in an apartment complex in Kanpur. There is a sweet Indian community dog, Choti, who lives in the lane of our complex. She sometimes enters the complex premises, mostly after dark, to look for food in waste bins kept within the premises.

    There are people in my society who are afraid of animals and they have instructed the guards to scare her away when they see her. Yesterday, I saw one of the guards go after her with a stick outside the complex gate to prevent her from entering. I went down and told him that it was illegal to do that and that community dogs cannot be prevented to move around in their area, gated complex or not. He kept arguing that residents tell him to shoo her away so he was doing just that and that he did not intend to harm with the stick but just scare her away. I had a big argument with him, Could you please tell me how to best deal with this situation?

    They also do this to scare away monkeys who sometimes roam the apartment buildings in search of food. Do the same laws that protect dogs, protect monkeys too? I understand that the intention of the guards is just to scare them away but I hate seeing animals being intimidated, deprived of the chance to look for food. I get scared of monkeys too but I feed them nevertheless through windows.

      • Well, we *humans* encroached on the monkey’s habitat and now term them as *trespassers* and dogs also bite only in self defence; yes, I have been bitten not once but a few times, it was my mistake every time as I didn’t do the right thing, my actions provoked them to bite in self defence. And if one biting dog or monkey puts all of them in your hate-list then one man who rapes should ideally make us hate all men! Doesn’t work that way, does it?

    • Please go write a written complaint at your local police station and if they don’t take u seriously, approach the higher ups. Also connect with Animal activists in ur area through organisations like PFA Goa, IAR Goa etc.

      • Police are useless. They dnt know any rights or rules about stray dogs. In fact my neighbour told me he will kill me and my sister in front of cops and cops didn’t say anything to him and gave me lecture to keep stray at my place. One of the ngo is helping me to fight back.am planning to go in court because am scared for the life of my stray and my family.
        I just want one thing to know whether stray can take shelter outside m flat in the building

    I am writing from Kolkata. We have a desi (Indian) breed 6 years pet dog who stays with us and never steps outside our home. He is a vaccinated dog with other proper care. Vets regularly check him. He is very friendly dog and has never attempted to attack or bite outsiders. One year ago, my parents have been shifted to an housing complex in Kolkata. Nobody gave any objection. But Recently, a tenant couple of a flat just opposite to our started showing their objections to such an extent that they start to instigate other residents and collect their signatures against our dog. Their objections center around the issue like dog barking as they cannot claim that our dog bites or aggressive. Our dog is sometimes takes to the roof of our apartment and they have objection to that also. The tenant couple have verbally abused my parents and are involved in matters that create a lot of anxiety in our family. In this situation, I want help/advise from your organisation so that I can protest in a constructive ways against those kinds of people.

A female dog gave birth to a litter of 7 dogs in my colony some days back.there are a lot of people who really care for the pups and feed them but a number of people want the mother and pups to be kicked out of the colony.We are going to sterilize the mother and the pups and also vaccinate and put them up for adoption.But we are in a fear of the pups and mother being kicked out.We dont know what to io if no one comes up for adoption.We also dont know how to tackle the colony residents.

Hi..im very glad to come across such a noble cause!…i had 3 street dogs which i used to feed since they were puppies..i had named all of them…few days ago blacky got missing and my siblings told me that they saw him dead near a big dustbin in the streets..after few days browny ( his brother) became very weak i thought he must be sad because of losing his brother…and he started pooping blood and i think someone poisoned him…he became very weak stoped eating and died…after like 20 days the biggest of them the 3rd dog jenny was poisoned by someone and became weak in the same way browny was …and he was shivering and couldnt even drink water or stand his breaths were so fast…it was my worst day seeing him die…i loved him more than anything…im just 15 so i couldnt take him to the doctor on my own..i want to know how can i put those people behind bars who treated my babies with so much cruelty and killed them without my permission..i want to teach them a lesson so this doesnt happen with any other dog .

    • How old were they? If they were under 6 months or upto an year old..then we suspect they would have contracted Parvoviral infection since they were non vaccinated. It is contagious. Could have spread from one sibling to another. Google about it.

  264. I stay in the college campus and for three years I have been feeding the stray dogs that stay around the hostel. Since Im about to finish my studies I wish to adopt two dogs whom I have been feeding since they were puppies. The hostel warden and guards dont allow me to feed them. They havent been vaccinated , so can I take them home which is quite far from where I am right now?

      • I did some research on how to transport them… since it is not possible for me to vaccinate them here it is not possible for me to take them via flight.. n train contains only one dog van so I thought of taking them through taxi which is a 15 he journey so that I can vaccinate them at home…I would be grateful if u could suggest me ways for easy transportation of the dogs

  265. mam we live in a colony in agra , uttar pradesh !! one of a female dog gave birth here at our home so we tried to help them we feed them daily ! she has 4 puppies so they used to bring shoes or clothes sometimes of some people here so they used to come to us for fighting that u are petting them they tried to kick them out and they hit them so hard that one of a dog is not able to walk from one of his leg ! i am a girl i live with my mom only people of our colony are coming here regularly to argue and fight ! one of them claims that one of a dog had bitten his son ! but they didn’t and we have vaccinated all of them can you please help me to write a letter for near local police station i really need your help please help me i can’t see this anymore !!

Madam, I am staying in a quarters and in side the colony some dogs are there, recently all colony people started saying that one of the dog baited two persons & one of them is small kid, because of that colony people started hitting all the dogs on road, when ever they see. So one of the dog started coming to our block to hide. By seeing him with out giving some food to him for me as well as my mother we can’t eat. But one day one person came and hit the dog & started arguing with me. And he said for them food should not be given or else they make some punishable thing to us. Even police case also some one did but no use. police always useless. So please tell me madam what can i do.

    I got a IndiLab in 2016. This Oct he will turn 2 years. He is the apple of my eye. As my job require me to move out of my place I kept it with my mother and he is very much loyal to her. Being fully energetic and dog being a territorial animal he is aggressive towards strangers. The public in my neighborhood is so against of him that one of the took the charge and complaint to the Municipality, as a result GHMC acted and issued a letter to my mom to handover the dog to them.

    My boy is fully vaccinated. We did showed his medical record to the officials, however they said “as we got the complaint we have to take your dog, so hand it over to us”. As my mom is a senior citizen staying alone, under the pressure last week she handed him to GHMC and they returned him back yesterday.

    My question here is that the neighborhood is holding against him as he barks at anyone who are provocative (run in front him, (dogs by nature chase any fast moving object), pelt stones at him etc). Though my boy is vaccinated, because of the public pressure we sent him to GHMC center. I for sure believe he might have underwent a lot of traumatic situations there in those 5 days. In future if this scenario repeats again is there any way I can stand for him.

  268. They said they sterilised him and cut his ear. He became very thin and weak after they got him back. Gave some precautions like not bath the dog for a month. What to feed and what not to feed. We asked for his medical certificate and the team asked mom to go to Jeedimetla and ask for the same there. They did add that they haven’t given any such certificate in the past and will not produce such document.

    • Once sterilized and with ear clipped…municipality cannot take him ever again…don’t worry now. Read the article above and be informed off the laws. Feed him good protein rich diet of eggs and paneer and a multivitamin tablet like Neurobion Forte tablet once daily for next few weeks. Is his surgical site healed? Clean it daily with cotton dipped in Betadiene solution or weak tincture iodine solution or Betadiene solution and apply Neosporin powder on it…for more first aid related advice please email us photos of the wound and dog with us on firstaid@jaagruti.org and we will guide you.

  269. blue cross in chennai is showing lethargicness to treat hurted dogs and other domestic animals on roads.

    On 11.7.18 a street dog fell into some pit had severe injury. we called blue cross atleast 25 times from morning 7.50 am till 10.30 am.

    they didn’t respond. with the help of AUTO drivers we admitted in govt vertinary hospital after 8 hours the dog died.

    I filed a complaint in nearby police station in chennai.

    in spite of animal welfare board of india supports by giving ambulance blue cross fails to do their duty.it is not first time.continuously it happens in chennai.

    Pls suggest me what to do against these lethargic and money minded blue cross.

    • You can only ask for the dogs to be sterilized and vaccinated. It’s illegal to ask for their relocation. Moreover, humans need to learn to coexist with other species. There are lots of resource materials on this subject to help you get rid of your canine phobia and educate kids – on our website. Please refer to them.       The thing is relocation is counterproductive as no soon as you displace the original inhabitant dogs from this colony, new dogs – unknown – will take their place making it a vicious circle for you guys!

  273. Hi, We stay in a society at Badlapur (Thane, Maharashtra). Got to know of your Noble support towards street dogs. We have a problem with street dogs in our society, the dogs have grown to many in number and now playing of children in premises stands dangerous, and the problems are to the elderly and single persons too.
    I got to know through the posts above that it’s illegal to ask for their relocation; please suggest how can get rid of the growth of this gang of dogs, I mean get them sterlized.

    • Please connect with SPCA Thane for the Dog Sterilization programme for dogs in your area and please connect with Nilesh Bhanage of PAWS Thane on 9820161114 to conduct an awareness workshop or awareness session in your colony to educate residents on best ways of coexisting with street dogs. Please understand that relocation of the street dogs besides being illegal is also counterproductive as no soon as original inhabitant dogs of an area are relocated new dogs from surrounding areas will come and take their place making it a vicious circle for you guys.

    I am living in an apartment in Yelahanka Banagalore. I feed food for around 12 stray dogs including one pup. These Dogs live outside the apartment premises (out of min gate). People of my Apartment have started targeting me and humiliating me for doing that.
    Their problem is, their kids school pick up is from the point where these Dogs live, because of me they are growing in number it seems. I have got all of them sterilized almost 6 months back except the pup.
    There were 6 puppies but 5 of them died only because of beating and hit by the car, I have not blamed anyone for this act considering it as accident.
    But now, it is going out of hand and they are clicking my picture and discussing in the apartment group, one or the other person is coming and asking me to stop feeding, calling me inhuman for not caring about their kids.
    I am really worried as the Association is against feeding stray dogs which I am doing from past 5 years and outside the apartment.
    Please help me!

You are requested to read the February 2015 dated AWBI (Animal Welfare Board of India, Ministry of Environment, Forests and Climate change, Government of India) circular regarding pet and street dogs : http://www.awbi.org/awbi-pdf/pet_dog_circular_26_2_2015.pdf and as you can read in there you cannot ask for removal or dislocation of Street dogs as per the laws of the land nor beat/harass/harm dogs or their caretakers.

  277. Hello, I am from Mysore. People here in my colony bring in dog catchers and pay them much more than the government. They take away the dogs (neutered), every 2-3 months and the dogs are never brought back. My mother and I, we’ve fought multiple times against this. But, they take away the dogs anyway. They say they create nuisance, but they have not. And, they’ve never bitten a single person. Never. I would really like for all this to stop. But I do not know how. Please help.

I believe they also have got street dog sterilization drives done in the city in association with Sarvodaya at Bangalore…see you have to understand the laws thoroughly and act against these wrongs and take it head on with all your might.

    I am from Hyderabad. I live in a community with 600+units of independent villas. There are around 20+ dogs living and roaming in our community. Bad part is they started injuring the kids, attacking the elder people who are alone and in the nights they are making big nuisance. I,being a pet lover, tried to stop/convince the owners not to harm/throw them out but due to the fact that they are hurting people, every one wants to get rid of them.
    We complained to local municipality but there is no use.
    Few tried to chase them out, they got calls from pet protection force next day.
    Everyone stopped keeping the waste outside, they started coming inside the house when we open the main door/kitchen doors.
    No one wants to harm dogs and at the same time, no one wants to see persons/kids getting injured due to them.
    In this situation, what is the best solution that we can have.
    Please help me.

    Here in my city people just call Nagar palika nigam and they come and take away all the dogs they can catch whithout any reason and release them in a new area and they also tell not to feed any stray dog what do we do as we don’t any organization or anything to help us and also people fight if we feed the dogs.   280. I am taking care of 2 stray dogs in my colony. Both of them are vaccinated and sterilized. However, one of them is always extra loving and jumps on people. He chases people, and has caused some people to indirectly threaten us that they’ll call the MCD people to take him away. We even tried training him by calling a professional but it didn’t help. We are really attached to him and it’s really difficult for us to see him like this. Please suggest what can be done in order to protect him from all this.

    • Please go speak to the Veterinary officer in charge at your Zonal MCD office and apprise them with photographs of the sterilized dogs in your area so that they don’t listen to such meaningless complaints by residents. MCD will not pick up a sterilized dog, its illegal to do so.

      In the meantime please try connecting with a Veterinary doctor, there are anti anxiety medications available to valm dogs down..

    • No, it doesn’t require any permission to adopt them. You can take them with you wherever in the country. Still to be on the safe side, please get them all vaccinated and sterilized so that new pups aren’t born and the Vet can issue certificates on his letterhead later that they are fit to travel…if you are in Delhi we can suggest a good veterinary surgeon who does these surgeries for FREE at his clinic

    I’m a resident of supertech ecociti noida sec 137. In our society there are 10 stray dogs from them one female is quite aggresive there have been several cases of dog bites . well she has become like this because last year all hers puppies were killed by the society authorities. now in our society there are two groups divided dog lovers and dog haters. and because of this these dogs are suffering a lot . We can’t even feed them properly. From their own they have set up a body authorising beating of stray dogs and menacing with the stray dog feeders.
    Me and my sister are a tenant and recently one lady made a video of my sister though she was not feeding the dogs they were near her eating some biscuit lying around. now that lady has posted that video without her knowledge and send it to the estate manager and send a mail to our landlord and asking us to pay 5000 as penalty or we might get evicted also. Is there any provision as such.
    we have already four rescued dogs and we are doing a lot for these dogs sterilisation, vaccination .

Recently someone beat up the stray dog in our society during so badly he was bleeding from his head.     • Please get the dogs sterilized and vaccinated in association with those who feed them. There are organisations in Delhi doing this task as per the laws of the land and orders of the Honourable Supreme Court of India.       • I’m writing from Bangalore this area called K. Channasandra. I’m not sure if they are being bred for profit or simply reared as pets and for their personal use. They even own a cow and recently added a few goats. These animals are left to roam free all over the residential layout. The issue I’m facing is I feed and take care of the stray dogs in my street, these dogs are beaten and killed by that family every time they chase or kill the chickens.

    As I mentioned earlier I am an animal lover, so I take care of all animals including dogs, injured birds, abandoned cows around me. Take care of newly born puppies, help them get adopted. Sterlize and treat as and when they are ready medically. I am in touch with Frendicos, Jeev Daya in Gurgaon.
    You may not have noticed but I never used the term ‘stray’ dogs, actually they are homeless dogs. Situation worsened when fashion of buying and having costly foriegn dogs started. Gone are the days when people used to gather around an Indian female dog ( I avoid using the word bitch for some reasons) with puppies for adopting them. Due to this fad all the Indian dogs are now homeless and on roads. The ABC 2001 has failed miserably due to lack of support from Govt and inter department complications, as planned 80% sterlization, only 10-15% could get sterlized. Today there are 50,000 foriegn bred dogs in our households and 2.5 crores on raodside. IF this business is banned, large number of Homeless dogs will start getting adopted and situation will improve somewhat. GOI needs to be pressurized for getting sterlization on right and fast track and issue will get contained in 6-8 years.
    I have long thoughts to write here on managing population, preventing bites/rabies, behaviour management of aggressive dogs that create issues for other soft natured dogs and dog lovers…, will write some other time.

    Another small problem, there are 4 families that take care of homeless animals around us. We 3 are fine among us, we also take care to counter any violent behaviour by any dog we feed, neighbors are also fine with us.
    The problem is the 4th one, she has 2 dogs inside her home and she is feeding 2 dogs in front of her gate & other dogs in area.
    The 2 dogs outside her gate have created their territory as obvious. Problem is they are aggressive and chase outsiders even in day time. They bit a driver once, another time a playing boy, then chased and bit a washerman who had come to deliver the ironed clothes and once my younger son also. Those 2 dogs are aggressive with us also.
    We told her to train those 2 dogs to behave nicely with others & if they are aggressive in night time on suspicious people it is fine, but in day time they should be trained to behave properly, so that all neighbors live harmoniously. Asked her to sterlize and vaccinated them by an NGO or MCG who works with NGO.
    But she will say opposite things, will not listen that is worsening the situation.
    She also had a fight with her close neighbors. We had asked her that root cause is the violent behavior and once that is fixed all will be nice. People will start liking those dogs also. We also asked her to slightly shift their feeding area from her gate to some meters away, since they are protecting her gate and getting violent with others.

    Instead she start telling us that they are cool with her, will tell the ABC 2001, AWBI Laws, Dog psychology, that we already know better. She is helping the dogs but more than that she is damaging the reputation of dogs, her own reputation and also the reputation of animal lover people like us.
    If any of your expert can pitch in here, since she did not listen to us.

  292. There is a stray dog that we had rescued (crushed under a car and burnt with petrol). He is less than one year old and we have been trying since few months to get him to settle in our neighborhood. However, he is a little over active (since he is less than one year old) and neighbors are now threatening to kill him with an iron stick, poison, etc. People have started dropping us threatening messages, stalking our house, etc. We have got the dog vaccinated and are currently getting him neutered too. But the neighbors are not willing to let him live even after that. Not sure what is the solution – under legal laws, the dog cant be moved but they are not willing to listen to the laws or follow up. Our local police is also not aware of the laws and is supporting the neighbors rather than support us and the dog. We are doing everything in our hands and are reaching out to every person who claims to fight for dogs/ dog lover/ NGO/ organizations including PFA but noone has helped us to do something/ provide an actionable solutions

    We are not sure what to do, and are now either looking for him to get adopted or some farm/ NGO to take him in, since in the neighborhood, people will kill him for sure.

    Desperate for some help – please let me know. This is quite urgent as they may do something anyday now.

Administration has directed the police to kill the dogs within the township area ( Note: dogs mentioning here is not stray one, they have owner’s) . I personally don’t like the killing of dogs.     We have a stray dog at our locality,a black one(We named him blacky) with a healthy built.He is very friendly with people and we have even got neutered,sterelized,vaccinated and even got a GHMC(Our Muncipality) Token on his collar.The problem is when its raining he comes into the apartment and and searches for food in the garbage bins and there are complaints about the same.Residents are complaining and are putting pressure on security guards to chase him away.I have been consistently telling security guards not to beat him they listen to me but again under pressure from the other residents they are forced to chase him away.Dont understand how to deal with this situation.Off Late security guards are asking me to take him home and not to feed him on the street.Can you kindly send the numbers of few of the activists so that we can have a meeting with association and educate security and residents?Pls Help time is running out for blacky .

    I work at an IT Park in Mumbai. We have a lot of stray dogs, which are friendly, loving and non-bothersome. While some employees try to take care of d strays, feed them etc., it’s the Security Guards and Housekeeping staff that always assault them and drive them away.
    It breaks my heart to see these helpless souls being so mercilessly treated for no fault. And it’s not that we have not requested these staff to stop such cruel behaviour, we’ve done it time and again. However on our absence the dogs are always beaten and driven away, sometimes even in the pouring rains.
    Please help in providing some basic protective measures for our strays. They belong here and this is their home, no one has the right to beat them or drive them away.

    There are about 200 stray dogs in our society. In light of the applicable laws at present, need clarification on the below mentioned points:

    1. These dogs gather at different pockets of our society.
    2. They chase the residents. As in one of the reply i could see that you have mentioned that dogs are intuitive animals and they sense your insecurity and fear about them and then react accordingly. Lets agree that everyone may not be comfortable with everyone. What needs to be done in that case. And every time people may not act they dogs expected them to act. plz explain what needs to be done.
    3. there are residents who feed the dogs. But they done freshly prepare food and feed them . They feed them with left over rotis and left over stale food from night. Rarely some of them give the dogs with inferior quality of biscuits. is this called as feeding of dogs and being compassionate towards them? Are the street dogs to be dependent upon such type of food? Is there a policy from Govt. on feeding them form Govt funds?
    4. these dogs attached few residents and kids. these people were hospitalised. who will take responsibility of these dogs? who will be responsible for their behaviour? Like in foreign countries behaviour training is given to dogs. Did Govt. planned for such trainings? Otherwise has Govt. instructed the private companies / NGOs for such training? If not then what is the purpose of making such law where the Govt. does not just care about practicability and implementation?
    5. How do we identify that the dog is sterilized with operation? does the municipal authority issue a certificate identifying the respective dogs? Definitely the residents can not check the cut ear of the dog.
    6. if for so many years these sterilization measures are taken up then how come the stray dog population is increasing? Who is responsible for that? Is govt. not doing the intended thing?
    7. There is nothing against the dogs but when there are real issues on ground then who is addressing them and how?

  297. With all due respect. Everyone has right to care for something they like but we cannot ignore
    -> India has over 1.75 million dog bite cases every year
    – > Over 16 thousand deaths due to rabies
    -> Over 30+ million stray dogs in India
    -> Fatalities on roads specially 2 wheeler riders due to avoiding dogs on road
    -> People are threatened of police cases, there are incidents where they have injured or even killed people for just shoeing off aggressive stray dogs.
    Even those who like stray dogs should look at future issues, in just an decade no of stray dogs has more than doubled, If there is no drive by authorities of mass sterilization and every real stray lover Adopts 1 or 2 of them; else in next 5-7 years stray dogs no may go over 70/100 million if allowed to reproduce naturally.
    That case feeding and caring or standing by them wont be so easy as Govt will make sure some of AWB stringent guidelines are reversed as they will have no option left.

So many street dogs are living here. somehow one male and female growing up in apartment. They delivered 4 puppies. Only few people feeding them food. but two days before one of my neighbors relocate the puppies without my knowledge. if I asked about that they threaten me to complain the police case. only 25 days old puppies. somehow I found only 2puppies today with bad condition. from morning they discussion with other people and ask me to clean whole apartment. so what I have to do. please advise me. thank you.

    My husband is currently posted in Mathura and we have been staying in govt quarter since a few months.
    In the month of September, I rescued 4 puppies(around 3 weeks then) from a deep gutter and have arranged their shelter in my garage. I feed them twice a day and now all the puppies and their mother are happily settled in my garage. During this time, three puppies have been hurt at different times and I took them to the vet and treated their wound. Now they are all fine….except now I have become a “mad lady” for everyone around and they keep hurting the puppies just because they roam outside their homes sometimes picking up their slippers or running away with their clothes. I feel puppies are playful and they do such kind of mischief but us, humans, should be responsible to keep our possessions safe and out of their way…but my mean neighbors don’t understand and continue to hurt them and fight with me everyday.
    I sometimes feel very disheartening that there is no such animal welfare institutes in Mathura who could help me during such situations.
    I am in search of any govt hospital who performs ABC program so that I can take these stray dogs to them but unfortunately there is no such institute which does ABC for free. If it was a question of a few dogs, I would have taken them to a private vet and sterilized them but we have around 30-40 dogs in our entire locality and handling everyone alone is difficult both financially and emotionally.
    Kindly, suggest me what can I do or whom do I approach for their sterilization.

  305. Hi, i live in flats of gurgoan and every day i hear dogs or puppies screaming in the back village which is not clearly visible but I can clearly hear their shrieks. Since I’m a kid no one takes me srsly and my parents too are not much of dog lover and don’t want to get involved in unintentional problems. Please help me cause I get depressed hearing those innocent souls screaming. My guess is that in the night those illetrate people burn dog alive as one time I had seen 2 teens beating a dog with stick to which I called the animal helpline available on internet. I will be eagerly waiting for your response and it would be much appreciated since no dog is less then a human. Please I request you to help those innocents creatures.

    so I want to report a problem
    so my neighbors bought a cute bitch but she got an infection so they threw her on the street and now she’s coming at front of their house everyday they throw water at her and she scream way badly and last time I heard a sound that someone hit the dog with a stick
    i cant see that cute baby suffer more
    what should I do ?

  309. Yesterday someone have beaten a puppy in my colony very badly that puppy is only 4 months old, now his one leg is injured badly that he is not able to walk on his leg. Police in my area is not taking any action against that person. And also when I feed the stray dogs all my neighbours ask me not to feed them and the start fighting with me can anyone suggest me what should I do

    I have emailed you my grievances but I haven’t got any reply. I’m facing anissue with a particular society member regarding the cats living in the building. Just to give you some background, i have been feeding the cats for over 6 years in the building premise. They have all been neutered and I make sure while feeding them no mess is created. Also, I make sure that they are fed at a designated area, so it does not cause hindrance to other members. Previously this member used to be extremely nice to us. In fact many times he has allowed us to feed the cats inside his garage area (open garage area) when it used to rain (the designated area is open and does not have any protection from the rain). Off late I’m not too sure what has ticked him off but one fine day he put the attached email on the society whatsapp group(Attached for your reference). He says that the cats are scratching his car and sleeping on it and it is causing huge damage to his car. He has also threatened to throw the cats out of the building. This change has all happened overnight. He has opened a can of worms and some of the other members have also started backing him up. Firstly, I don’t know what the correlation is regarding me feeding the cats and them sleeping on his car. Secondly, all they do is sleep on his car for warmth and also because previously he had offered his space, so the cats feel like that is a safe place. I have tried to subdude this situation by asking the watchman to spray water on the cat whenever they see them on any car. I have also created a nook behind the building where I have laid down some jute bags, hoping they will use this as their sleep area and give up on the cars.Some society members (pro cats) have suggested he cover his car but he refuses to do so saying that the cats nails are really sharp and they will claw through the cover.i have tried my best to pacify this member but to no avail. He is adamant to take action. In fact he has asked the watchman to click photos and send them to him whenever they see a cat sitting on his car. Currently he is out of station but i know he will create a ruckus once he returns.
    I’m at a loss, I really don’t know what to do and I’m really afraid he might harm these innocent animals. Could you please suggest what i should do next

  314. I wonder if police and other local governing authorities are aware of these laws. There are still many incidents where the caretakers are abused and even beaten for feeding the stray dogs. I am a victim myself but replied back in the way they behaved. Police in many such incident’s wouldn’t even bother to file a case against the perpetrator unless one is backed by some NGO(s). What is the purpose in having a law that gives power to the caretaker to feed the animals and then becomes mere spectator when the caretaker is abused instead of protecting him or her?

    • We, caretakers have to be informed and remain assertive while ensuring that most dogs we look after are sterilized, atleast the lesser the numbers, relatively easier it becomes for us to feed them and fight for their rights

  319. I am happy to see many people here who are considerate about the god’s created innocent lives. With human population growing at this phase in India, there is litle or no place for these animals to survive. I feed stray dogs near my house and have been feeding for 10 years now. I do animal rescues as a freelancer for a couple of ngo’s and have rescued many who are cared in different shelters. I have a full time work as a software developer and yet make time to take care of this voiceless. I am from Kerala and you would have understood the apathy the people of Kerala has for these animals. There has been many cases of mental abuse to me and my family that led me to a stage of depression. Kerala is hell for any animals and the one’s doing bad here are stronger than few feeble good people. For all the law points mentioned here, let me tell you that the ground reality is entirely different. You are not even entertained tp step in to police station and register a complain that has to do with animal abuse unless it has media’s attention. The PCA rules are a shit and AWBI seems to have been abandoned, you are left to fend for yourself in many situations that needs support from NGOs for the welfare board. Lately a small dog palyfully bit a girl when she was playing with it whose parents have now comaplined that the dog bit her because we have been feeding them. I have seen the girl playing with the dog and also saw her grandma watching her. Now entire people including them have turned against us for feeding the animals because of this only incident to which they are to be blamed. NGO’s have turned their back ob me citing that I can take legal help and now I am on my own. To all those here who are doing good must understand that there is nothing we can do unless we have a strong team backing us that will come to our rescue at any point in time.

    • We have to stand and speak up for the ones we look after. That’s what we believe and we often tell kids and their parents too to touch and pet street dogs on their own risk and not blame us or the dogs later. Also keep photos and videos handy if they don’t listen then but blame us later. Be smart and assertive else people will bulldoze us!

  320. I m residing in sahibabad uttar Pradesh. One little stray dog was residing in my society from last one month. Two days ago my neighbour relocate him forcefully and keave the poor dog in a sabzi Mandi alone where his survival is almost impossible. I trying to rescue him but failed to find.
